About modification of some regulations (strengthening of mechanisms of intervention in crisis situations)
The Parliament adopts this organic law.
Art. I. - In the Law on the market of oil products No. 461/2001 (repeated publication: The official monitor of the Republic of Moldova, 2017, Art. No. 40-49, 82), with subsequent changes to make the following changes:
1. In article 2 to state the concept "emergency situation" of the following edition:
"crisis situation in the oil sphere - emergency situation, crisis or serious crisis which lead to sharp increase in consumption of main types of oil products and/or to sharp reducing import of such products owing to violation of environment in the foreign market of main types of oil products or owing to other external factors;".
2. Part (Article 4 to state 2) in the following edition:
"(2) in case of exhaustion of inventories of the main oil products of standard type retail sale of other types of the main oil products, except on what maximum prices, on condition of their realization at the price which is not exceeding the level of the maximum price established on the main oil products of standard type are established is allowed.".
3. Add Article 6 with part (7) the following content:
"(7) during the action of high alert or state of emergency declared according to provisions of the Law on management of crisis situations No. 248/2025, the National commission on management of crises can make the decision on temporary application of departures from provisions of Article 4 and from General rules of calculation and use of the prices of the main oil products of standard type provided by appendix 2, for the purpose of providing continuity of supply of the domestic market with oil products and prevention of violations in functioning of critical infrastructure.".
4. Part (Article 18 to state 1) in the following edition:
