Item 3 of Article 4 to add 1) with paragraphs the second - the fifth the following content:

"The foreign citizens performing labor activity in the Russian Federation shall contain themselves and the members of the family staying (living) in the territory of the Russian Federation and being in their dependence at the level not below the size of the subsistence minimum per capita established by regulatory legal act of the supreme executive body of the subject of the Russian Federation in the territory of which such citizens perform labor activity increased by regional coefficient for the corresponding calendar year (further for the purpose of this Federal Law - subsistence minimum), counting on themselves and each member of the family who is in the Russian Federation in its dependence.

In case of implementation by the foreign citizen of labor activity at the same time in the territories of two and more subjects of the Russian Federation the obligation established by the paragraph the second this Item is performed taking into account the largest size of the subsistence minimum by the size established in these subjects of the Russian Federation.

For the purpose of this Federal Law the regional coefficient represents the raising coefficient to the size of subsistence minimum and is established for the corresponding calendar year by the law of the subject of the Russian Federation. If the regional coefficient for the next calendar year is not established by the law of the subject of the Russian Federation or its value is established in the amount of less 1, its value is accepted equal 1.

For the purpose of this Federal Law the size of the size of subsistence minimum increased by regional coefficient cannot exceed the size of average monthly nominal accrued payroll of workers on cycle of the organizations in general for economy in appropriate subject of the Russian Federation for the latest calendar year proceeding from the data provided by the federal executive body performing functions on forming of official statistical information on social, economic, demographic, ecological and other public processes in the Russian Federation, in federal executive body in the field of internal affairs according to the procedure, determined by the specified parties.";

2) in Article 4.1:

a) add Item 1 with the subitem 4 following of content:

"4) in conducting check upon availability or lack of the income based on information on the amount of income gained by the foreign citizen provided according to Item 13 of article 13 of this Federal Law, the tax discharge on the income of physical persons in the form of the fixed advance payment according to the procedure, the stipulated in Clause 227.1 Tax Code of the Russian Federation and level of income of the foreign citizen in the cases provided by this Federal Law.";

b) add Item 3 with the paragraph the second the following content:

"In case of rendering assistance by jurisdictional enterprise to federal executive body in the field of internal affairs, abroad in implementation of the separate powers specified in Items 1 and 2 of this Article, to jurisdictional enterprise access to the data containing in the state information resource "Digital Profile of the Foreign Citizen" is provided to its territorial authorities and representations (representatives).";

c) add item 4 with the paragraph the fifth the following content:
