The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to appendix to the order of the Government of the Russian Federation of July 17, 2015 No. 719 "About confirmation of production of the Russian industrial output" (The Russian Federation Code, 2015, No. 30, Art. 4597; 2017, No. 21, Art. 3003; No. 40, Art. 5843; 2018, No. 44, Art. 6737; 2021, No. 21, Art. 3598; 2024, No. 28, Art. 4023; 2025, No. 28, Art. 3986).

2. This resolution becomes effective from the date of its official publication.

Changes which are made to appendix to the Order of the Government of the Russian Federation of July 17, 2015 No. 719

1. In the Section IV:

a) the line item classified by code on OK 034-2014 (to state KPES-2008) from 27.31.12.110, in the following edition:

"from 27.31.12.110

Fibers optical single-mode telecommunication

availability at the legal entity - the tax resident of the Russian Federation who is not under control of foreign state, and (or) the international organization, and (or) foreign legal entity or physical person, and (or) foreign structure without formation of legal entity <12(1)>, the individual entrepreneur - the tax resident and the citizen of the Russian Federation who is not the foreign agent according to the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence":

the rights to technical documentation in the amount sufficient for production and upgrade of the corresponding products in the territory of the Russian Federation, in the following structure <6>, <41>:

the technical description on the declared product with photo;

the specification on product <51>;

specifications with indication of codes according to OK 034-2014 (KPES 2008) <51>;

program and technique of testing;

route cards;

accompanying documentation (passport or form);

documents with information on code assignment of the organization - developer of product according to GOST P 2.201-2023;

exclusive right on the trademark serving for individualization of products, or right to use of the trademark which owner is the legal entity - the tax resident of the Russian Federation who is not under control of foreign state, and (or) the international organization, and (or) foreign legal entity or physical person, and (or) foreign structure without formation of legal entity <12(1)> or the individual entrepreneur - the tax resident and the citizen of the Russian Federation who is not the foreign agent according to the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" (in the presence of the trademark); the research and production base (own or contractual) located in the territory of the Russian Federation and necessary for development, production, upgrade (modification, enhancement) and testings of products, including the technical specialists involved in development, upgrade (modification, enhancement) and testing of such products;

accomplishment in the territory of the Russian Federation the following technological transactions (if it is established by engineering procedure):

production or use of the preform (procurement) (50 points) made in the territory of the Russian Federation;

fiber extract from preform (procurement) (25 points);

drawing primary covering on the quartz light guide (15 points);

deuterating (fiber processing by the gas mix D2/N2 for the purpose of prevention of implementation of OH-group in structure of fiber) (7 points);

winding on coils of ready fiber (3 points)";

b) after the line item classified by code on OK 034-2014 (to add KPES-2008) from 27.31.12.110, with line items of the following content:

from 27.31.12.110	Preforms (procurement) for extract of optical fibers	availability at the legal entity - the tax resident of the Russian Federation who is not under control of foreign state, and (or) the international organization, and (or) foreign legal entity or physical person, and (or) foreign structure without formation of legal entity <12(1)>, the individual entrepreneur - the tax resident and the citizen of the Russian Federation who is not the foreign agent according to the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence": the rights to technical documentation in the amount sufficient for production and upgrade of the corresponding products in the territory of the Russian Federation, in the following structure <6>, <41>: the technical description on the declared product; the specification on product <51>; route cards; accompanying documentation (passport or form); documents with information on code assignment of the organization - developer of product according to GOST P 2.201-2023; the research and production base (own or contractual) located in the territory of the Russian Federation and necessary for development, production, upgrade (modification, enhancement) and testings of products, including the technical specialists involved in development, upgrade (modification, enhancement) and testing of such products; use of the initial materials made in the territory of the Russian Federation: siliceous raw materials and materials (12 points); other materials for production of preform (procurement) (Vtop = 12 points), calculation of points for formula:

		where To - quantity of the other material types made in the territory of the Russian Federation, divided into total quantity of the other material types applied in case of production of preform (procurement); technological gases (helium and (or) nitrogen and (or) argon) (12 points); accomplishment in the territory of the Russian Federation following technological transactions: production of preform (procurement) (50 points); quality control of procurement according to requirements of technical documentation (14 points)".

2. 44 to state footnote in the following edition:

"<44> in case of use as a part of products of the product acquired by the producer, data on which are included in the register of the Russian industrial output placed in the state information system of the industry according to article 17.1 of the Federal law "About Industrial Policy in the Russian Federation", the requirement is considered as performed concerning this the product acquired by the producer under condition if such requirement is applicable to the specified product according to the Section IX of this appendix and is confirmed with the appraisal certificate of Chamber of Commerce and Industry of the Russian Federation about compliance to the made industrial output to the requirements provided by this appendix.".

3. Add with notes 72(1) - 72(3) following contents:

"72(1). Products classified by code on OK 034-2014 (KPES 2008) from 27.31.12.110 "Fibers optical single-mode telecommunication", included in the Section IV of this appendix, can be carried to the Russian industrial output on condition of achievement in total of the following total number of points for each unit of production:

since August 1, 2026 - at least 50 points;

since January 1, 2032 - at least 100 points.

72(2). Products classified by code on OK 034-2014 (KPES 2008) from 27.31.12.110 "Fibers optical multimode and fibers of special purpose", included in the Section IV of this appendix, can be carried to the Russian industrial output on condition of achievement in total of the total number of points for each unit of production since August 1, 2026 at least 100 points.

72(3). Products classified by code on OK 034-2014 (KPES 2008) from 27.31.12.110 of "Preform (procurement) for extract of optical fibers", included in the Section IV of this appendix, can be carried to the Russian industrial output on condition of achievement in total of the following total number of points for each unit of production:

since August 1, 2026 - at least 64 points;

since January 1, 2028 - at least 76 points;

since January 1, 2030 - at least 79 points;

since January 1, 2032 - at least 82 points;

since January 1, 2034 - at least 97 points.".
