In Rules of financing of construction and (or) acquisition of housing at the expense of the republican budget and (or) release of the government securities, monitoring and realization of housing to citizens of the Republic of Kazakhstan needing the dwelling, approved by the specified order:
state Chapter 2 in the following edition:
"Chapter 2. Procedure for provision of funds at the expense of the local budget for construction, acquisition, reconstruction of rent housing
4. For the purpose of providing MIO with necessary amount of utility housing stock the construction, acquisition and (or) reconstruction of rent housing according to the norm determined by authorized body in the field of architecture, town planning at the expense of means of the local budget is allowed.
5. Rent housing shall be not lower than IV classes of comfort according to requirements of the state standard rates, in the field of architecture, town planning and construction.
