About protection of soils

This Law governs the public relations in the field of protection of soils and determines their legal, economic and organizational basis.

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) agrochemical inspection - the examination of soils conducted for determination of content of elements of mineral food of plants, reaction of the soil circle, organic substances, microelements and chemisms of secondary salinization;

2) meliorative inspection - the examination of soils conducted for identification and refining of borders of soil contours with signs of secondary zasoleniye, alkalinity, bogging and soil erosion;

3) the soil - the independent natural-historical organomineral natural body which arose on the Earth's surface as a result of long impact of biotic, abiotic and anthropogenous factors, consisting of solid mineral particles and organic substances, water and air and having the specific genetiko-morphological features, properties creating the corresponding conditions for growth and development of plants;

4) quality of the soil - set of the properties of the soil determining nature and efficiency of participation of the soil in providing the favorable circle for life activity of the person, plants and animals;

5) health of the soil - capability of the soil to maintain productivity and biodiversity for ensuring life activity of the person, plants and animals;

6) appraisal of quality of soils - comparative quality evaluation of soils and natural productive capability of agricultural holdings;

7) soil inspection - the examination of soils conducted for the purpose of studying and establishment of properties, condition and space distribution of soils in certain territory;

8) recovery of the soil - the action directed to recovery of quality, fertility, health and structure of the soil;

9) protection of soils - complex of the legal, organizational, economic and other measures directed to rational use and preserving soils, prevention of their degradation, protection against impacts of natural, anthropogenous and technogenic nature;
