About providing the rights and social protection of persons with disability

This Law determines legal, economic, social and organizational basis of providing the rights and social protection of all persons with disability and is directed to creation of equal opportunities for involvement of persons with disability in public life and their social integration.
In this Law the following basic concepts are used:
1) abilitation – complex of the medical, pedagogical and social and psychological actions aiming the prevention and treatment of those pathological conditions (violations) of the children of early age who were not adapting to social environment yet who lead to restriction of their opportunity to study, to work and be useful member of society;
2) the individual program of abilitation and rehabilitation of persons with disability – the document including complex of actions for medical, social and employment rehabilitation is also directed to recovery of capability of persons with disability, including children for implementation of certain types of activity;
3) technical means of rehabilitation – devices, the equipment, the software, the special technologies, other supportive applications provided for complete or partial overcoming and substitution (compensation) of restrictions of life activity;
4) availability – the property of products, devices, the equipment, services and the environment, including vehicles and the information and communication circle providing easy access for persons with disability, allowing them to exercise the rights and as equals with other persons to join in society;
5) sign language – the independent language consisting of gestures each of which is made by hands in combination with mimicry or movement of mouth, eyes and lips, and also in combination with body case provision;
