This Law determines legal, organizational and economic basis of primary professional education, regulates the rights and obligations of subjects of primary professional education aimed at providing the rights of citizens during the studying of profession, preparation, retraining and advanced training of personnel in educational institutions of primary professional education.
In this Law the following basic concepts are used:
1) the state accreditation of educational institution of primary professional education – determination of the status of educational institution of primary professional education for conducting educational activities according to state standard of primary professional education;
2) release certification – procedure for establishment of compliance of content, level and quality of training of graduates of educational institutions of primary professional education to requirements of state standard of primary professional education;
3) the state certification of educational institution of primary professional education – determination of compliance of material and personnel base of educational institution of primary professional education to requirements of state standard of primary professional education and compliance of activities of educational institution of primary professional education to the established regulations;
4) engineering and pedagogical workers (teachers and training officers) – the persons having professional education (initial, average and the highest), who are engaged in training and education of pupils in educational institutions of primary professional education;
