Article 1

Bring in the Federal Law of February 23, 2013 No. 15-FZ "About protection of public health from impact of environmental tobacco smoke, effects of consumption of tobacco or consumption of nikotinsoderzhashchy products" (The Russian Federation Code, 2013, No. 8, Art. 721; 2016, No. 1, Art. 76; No. 18, Art. 2491; 2020, No. 31, Art. 5062; 2023, No. 18, Art. 3255; 2025, No. 52, Art. 8338) following changes:

1) in Article 19:

a) regarding 3 words "by remote method of sale," to exclude;

b) add with part 3.1 following of content:

"3.1. Retail trade by tobacco products or nikotinsoderzhashchy products, hookahs and devices for consumption of nikotinsoderzhashchy products by remote method of sale is forbidden.";

c) to state Item 2 of part 7 in the following edition:

"2) in the territories adjacent to the buildings, structures, constructions, rooms which are in ownership and (or) in use of the educational organizations (except for the organizations of additional education, the organizations of additional professional education) and (or) the organizations performing training of minors (further - the adjacent territories). "7.1. Borders of the adjacent territories are determined taking into account results of public discussions by local government bodies of municipal districts, municipal districts and city districts according to the rules established by the Government of the Russian Federation (except for borders of the adjacent territories located in the federal cities of Moscow, St. Petersburg and Sevastopol).

7.2. Borders of the adjacent territories located in the federal cities of Moscow, St. Petersburg and Sevastopol are determined taking into account results of public discussions by public authorities of the federal cities of Moscow, St. Petersburg and Sevastopol according to the rules established by the Government of the Russian Federation.

7.3. The public authorities of the subject of the Russian Federation authorized on implementation of regional state control (supervision) in the field of retail sale of tobacco products and nikotinsoderzhashchy products according to article 12.1 of the Federal Law of June 13, 2023 No. 203-FZ "About state regulation of production and turnover of tobacco products, tobacco products, nikotinsoderzhashchy products and raw materials for their production" (except for public authorities of the federal cities of Moscow, St. Petersburg and Sevastopol), inform local government bodies on the organizations and the individual entrepreneurs performing retail trade by tobacco products or nikotinsoderzhashchy products in the territories of the respective municipalities.

7.4. Local government bodies along with official publication of the municipal legal act about delimitation of the adjacent territories inform on it the organizations and the individual entrepreneurs performing retail trade by tobacco products or nikotinsoderzhashchy products in such territories.

7.5. Public authorities of the federal cities of Moscow, St. Petersburg and Sevastopol along with official publication of the legal act of the subject of the Russian Federation about delimitation of the adjacent territories inform on it the organizations and the individual entrepreneurs performing retail trade by tobacco products or nikotinsoderzhashchy products in such territories.";

2) in Article 21 of the word "nikotinsoderzhashchy products," shall be replaced with words "nikotinsoderzhashchy products", to add with words ", except for prohibitions and restrictions of trade in tobacco products or nikotinsoderzhashchy products which are set by parts 1 - the 3 and 7 article 19 of this Federal Law and the state control (supervision) for which observance is exercised by executive bodies of subjects of the Russian Federation according to the Federal Law of June 13, 2023 No. 203-FZ "About state regulation of production and turnover of tobacco products, tobacco products, nikotinsoderzhashchy products and raw materials for their production".

Article 2

Bring in the Federal Law of July 31, 2020 No. 248-FZ "About the state control (supervision) and municipal control in the Russian Federation" (The Russian Federation Code, 2020, No. 31, Art. 5007; 2021, No. 24, Art. 4188; 2024, No. 53, Art. 8550; 2025, No. 52, Art. 8354) following changes:

Article 4

Bring in the Federal Law of June 13, 2023 No. 203-FZ "About state regulation of production and turnover of tobacco products, tobacco products, nikotinsoderzhashchy products and raw materials for their production" (The Russian Federation Code, 2023, No. 25, Art. 4392; 2024, No. 33, Art. 5021; No. 53, Art. 8547; 2025, No. 21, Art. 2544) following changes:

1) in Article 1:
