About the next measures for increase in promoting of financial services, expansion of support of small and medium business

For the purpose of creation of reliable digital financial infrastructure to subjects of entrepreneurship and further increase in promoting of financial services by implementation of rendering with use of technologies of artificial intelligence I decide them:

I. Purposes

1. Determine the purposes of increase in promoting of financial services by creation of digital infrastructure till 2030:

(a) increase in portfolio of the credits allocated to subjects of small and medium business by 3 times, bringing its share in gross domestic product to 20 percent;

(b) creation of possibility of allocation by banks of online microunsecured loans on average within 1 hour and bringing share of these microcredits to 60 percent;

(c) expansion of possibility of use of financial services by the subjects of small and medium business who do not have credit history.

II. Implementation of digital financial platform and alternative scoring

2. Approve the offers of the Central bank on rendering financial services to subjects of small and medium business providing:

(a) start till July 1, 2026 of the digital financial platform giving opportunity of filing of application on receipt of the credit and receipt of offers of several banks on this statement (further - the Platform). At the same time:

(i) data concerning subjects of small and medium business undertake from the Platform of digital data of the Digital Government system according to appendix No. 1 * by means of the Platform which are provided to banks. At the same time these data till June 1, 2027 undertake and provided on a grant basis;

(ii) banks on the basis of the data processed on the Platform and provided, proceeding from the internal rules and procedures, represent to subjects of small and medium business commercial offers for selection and use;
