In recent years the large-scale reforms directed to further increase in responsibility of state bodies and organizations, forming of compact management system in the field of, enhancement of process of ensuring needs of the state customers for goods (works, services) on paid basis are implemented.
At the same time there is need of further enhancement of mechanisms of consideration of appeals of physical persons and legal entities, increases at the same time in responsibility of state bodies and organizations, strengthening of protection of intellectual property items and rights to their trademarks, and also further enhancement of work on providing competitive environment when implementing public procurements by the state customers.
This Law makes the changes and additions in a row legal acts sent for their mutual approval, systematization of referential regulations, enhancement of mechanisms of consideration of appeals of physical persons and legal entities and also systems of legal protection of intellectual property items and establishment of the administrative responsibility concerning officials for not conducting complex examination under direct contracts for implementation of the public procurements which are subject to complex examination.
This Law will serve enhancement of system of identification of cases of violation of the law in the field of public administration in system of judicial authorities of the Republic of Uzbekistan, and also in the field of intellectual property, mechanisms of consideration of appeals of physical persons and legal entities, to effective protection of results of intellectual activities, the prevention of different interpretation and difficulties in law enforcement, and also to ensuring transparency in the course of implementation of public procurements by the prevention of cases of not conducting complex examination of direct agreements.
