The Parliament adopts this organic law.
This law shifts the Directive of Council 1999/22/EU of March 29, 1999 about content of wild animals in zoos, published in the Official magazine of the European Union by L 94 of April 9, 1999, CELEX: 31999L0022.
This law regulates approval procedure, functioning and control of zoos for the purpose of protection of wild fauna, preserving biodiversity and ensuring wellbeing of wild animals.
For the purposes of this law the following concepts are used:
1) research activities in zoos (research activities) – the systematic and cross-disciplinary process of studying and the analysis performed for the purpose of understanding of behavior, physiology and ethology of the wild animals containing in bondage. These activities are directed to preserving the types which are under the threat of disappearance by means of programs for controlled reproduction, and also to development and deployment of effective scientific methods of protection, rehabilitation and in appropriate cases of reintroduction of these animals in their natural habitat. Research activities are aimed also at improvement of living conditions of the animals containing in bondage that provides them the optimum circle for maintenance of their physical, social and mental wellbeing, promoting thereby stability of biodiversity;
2) wild animal – animal who, being in the natural habitat or in bondage, was not cultivated or changed by controlled reproduction and who keeps the biological features and behavior inherent in the corresponding type and adapted for survival in natural habitat;
3) issue of permissions to zoos – ministerial procedure by means of which the Environmental protection agency publishes the administrative act granting to zoo the right to functioning according to the legislation;
