In Rules for apportionment and uses of the resources of numbering of single network of telecommunication of the Russian Federation approved by the order of the Government of the Russian Federation of January 24, 2024 No. 60 "About approval of Rules for apportionment and uses of resources of numbering of single network of telecommunication of the Russian Federation" (The Russian Federation Code, 2024, No. 5, the Art. 708):

a) state Item 9 in the following edition:

"9. Use of the resource of numbering which is not allocated in accordance with the established procedure is not allowed, except for the following cases:

if the subscriber makes the decision on preserving the subscriber number in case of the conclusion of the new service provision agreement of communication with other operator of mobile radiotelephone communication;

if the subscriber to whom based on the service provision agreement of mobile radiotelephone communication the subscriber number which is included in the numbering resource assigned to one subject of the Russian Federation is allocated submits the application for use of such subscriber number by the telecom operator as a part of the resource of numbering assigned to other subject of the Russian Federation.
