About additional measures of financial support of producers of cotton and wheat

For the purpose of achievement of high productivity of cotton and wheat, further expansion of funding mechanisms and additional stimulation of all farms which are engaged in cultivation of cotton raw and (or) wheat irrespective of pattern of ownership (further - farms) I decide:

I. Implementation of new measures of financial support

1. Determine that since harvest of 2026 in the agrarian sphere under the Ministry of Agriculture (further - the Agency) are compensated by payments Agency:

(a) on the soft credits allocated on cotton raw cultivation:

(i) 2,5 of percent point of the paid interest payments on these credits - the farms which repaid the credit in time established by the agreement;

(ii) 5 percent points of the paid interest payments on the above-stated credits - the farms which repaid the credit until the end of bumper-crop year (on December 31 the corresponding year);

(b) 4 percent points of the paid interest payments on the soft credits allocated for expenses on cultivation of wheat - to the farms which repaid this credit in full till August 1 of bumper-crop year;

(c) the part which is exceeding 8 percent points, but not exceeding 16 percent points of the paid interest payments on commercial credits, the allocated cotton and textile clusters, and also the textile companies having chain of conversion of cotton raw and production of yarn for cotton raw purchase.

2. Agree with offers of the Ministry of Agriculture, and also Ministry of Economics and finance about:

(a) allocation of subsidy from the republican budget of the Republic of Uzbekistan by means of the Agency for the part exceeding 13 million sum of cost of each ton of diesel fuel which was purchased by agricultural enterprises at the exchange biddings during the period from April 1, 2026 to July 1, 2026, but in the amount of no more than 2 million sum for the purpose of partial covering of the expenses connected with purchase of diesel fuel;
