About measures for further enhancement of institute of insolvency
For the purpose of stable development of business activity, expansion of practice of pre-judicial sanitation, support of economically vital companies, and also I decide implementations of modern, transparent and tsifrovizirovanny management system and increase in efficiency of public administration in the field of insolvency:
1. Determine main objectives of development of the sphere of insolvency:
(a) increase in efficiency of public administration and legal regulation in the field of insolvency;
(b) step-by-step ensuring realization at least 20 percent of measures of sanitation without appeal to judicial authorities by expansion of mechanisms of pre-judicial sanitation;
(c) reducing till January 1, 2028 the average duration of procedures of insolvency at least for 30 percent by their simplification and digitalization;
(d) step-by-step increase in number of judicial managing directors twice by reforming of system of regulation and increase in efficiency of their activities.
2. Create Agency on cases of insolvency under the Ministry of Justice of the Republic of Uzbekistan (further - the Agency) and its territorial departments.
3. Determine the Agency:
(a) republican executive body under the Ministry of Justice;
(b) the special representative the state body responsible for conducting single state policy in the field of insolvency.
4. Determine the main objectives of the Agency in the field of insolvency:
(a) implementation of state policy in the field of insolvency, including control and regulation of this sphere;
(b) coordination of activities of state bodies and organizations in the field of insolvency;
(c) complete digitalization of processes of insolvency, simplification of excessive bureaucratic procedures;
