About measures for increase in management efficiency in health care system

For the purpose of removal on new stage of the performed reforms on public health care, expansions of access to medical services, increases in their quality and efficiency, the organization of system of public administration and control in the field of health care on the basis of modern requirements I decide:
1. Determine main objectives of adoption of this Decree:
(a) increase in management efficiency in health care system, and also acceleration of the performed reforms in the field of;
(b) quality assurance and safety of medical services, effective use of resources, strengthening of financial stability and improvement of indicators of health of the population;
(c) expansion of opportunities of rendering medical services high-quality and available to the population by means of strategic planning of health care system, the organization of rendering multi-profile medical services, upgrades, digitalizations and implementations of single controling mechanisms infrastructure.
2. Approve:
(a) The priority directions of reforms in the field of health care according to appendix No. 1 *;
(b) The main directions of increase in management efficiency in health care system according to appendix No. 2 *;
(c) Organizational structure of the Ministry of Health according to appendix No. 3*.
3. Grant to the Minister of Health the following additional rights and powers on implementation of state policy in the field of medicine:
(a) formation of project offices by extrabudgetary funds of the Ministry of Health, including State trust fund of development of medicine, for the purpose of the effective organization of implementation of priority programs and projects in the field of, and also determination of tasks and structure of the specified offices;
(b) realization of the pilot projects connected with reforming of health care system;
