About additional measures for improvement of quality of the services rendered in the field of medicine
For the purpose of improvement of quality of the medical services rendered to the population, ensuring effective control behind activities of all medical organizations, irrespective of pattern of ownership, on the basis of single requirements and standards, increases in transparency of system of licensing and accreditation of medical activities, and also its step-by-step reduction in compliance to international standards I decide:
1. Determine main objectives of improvement of quality of the medical services rendered to the population:
(a) reduction more than 3 000 public medical institutions in compliance to requirements of licensing till 2030;
(b) establishment of single requirements to all state and non-state medical organizations (further - the medical organizations);
(c) integration of information systems of the medical organizations with the Platform of digital health care on the basis of single requirements;
(d) implementation in processes of rendering medical services at least 75 national accreditation standards;
(e) implementation of mechanisms of control of the rendered medical services and their quality by means of electronic system;
(g) improvement of quality of the rendered medical services by means of enhancement of procedures for licensing and accreditation of activities of the medical organizations.
2. Determine that since July 1, 2026:
(a) The public institution "Center of licensing and accreditation of the medical organizations" under the Ministry of Health (further - the Center) as working body for licensing of medical activities performs the licensing and all other functions connected with licensing on behalf of the Ministry of Health;
(b) establishing activities of separate structure for quality control of medical services in the medical organizations is determined as licensed requirements and conditions;
