About measures for additional support of private sector in the field of medicine
For the purpose of expansion of participation and full support of private sector in the field of medicine, further improvement of quality of medical services by means of improvement of the investment climate and implementation of modern methods of management and advanced technologies to this sphere I decide:
1. Determine main objectives of support of private sector in the field of medicine:
(a) bringing share of private sector in rendering medical services to 30 percent by 2030;
(b) implementation of investment projects and perspective projects on the basis of public-private partnership (further - PPP), and also complex servicing of investors in the field of health care;
(c) improvement of quality and availability of the medical services rendered to the population in regions;
(d) expansion of scope with medical services by additional support of the non-state medical organizations.
2. Determine that since July 1, 2026:
(a) the non-state medical organizations are allowed to render medical services by the patient in all directions at the expense of means of the Government budget within national health insurance and the license. At the same time medical expenses of the state and non-state medical organizations become covered on the basis of single basic quotations;
(b) for the medical organizations which underwent national accreditation or accreditation by the organizations accredited by International society on quality in health care (ISQua) (further - the international accreditation) in case of the conclusion of the agreement on treatment of patients at the expense of means of the Government budget with Fund of national health insurance (further - Fund) the requirement of receipt of the conclusion of commission of experts of the Ministry of Health is cancelled;
