For the purpose of widespread introduction of procedure for allocation of the parcels of land of the agricultural purpose based as equals for all and the market principles, ensuring independence of lessees on placement of cultures, and also further expansion of scale of the reforms directed to cultivation of cultures with high value added I decide:
1. Determine main objectives of adoption of this Decree:
(a) creation proceeding from positive results of new system of the transfer to lease of the parcels of land of agricultural purpose begun according to the procedure of experiment according to the Presidential decree of the Republic of Uzbekistan of February 3, 2025 No. UP-18 (further - new system), single system by implementation of this practice in all regions of the republic;
(b) repeated exposure to biddings on the basis of the new 117,6 system thousand hectares of the parcels of land which specialization of land use was previously determined, earlier exposed on electronic online biddings and remained unrealized during the long period;
(c) support in each region at least on 5 projects directed to construction of the industrial plantations based on cultivation of export-oriented agricultural products with high value added.
2. Establish procedure according to which:
(a) since May 1, 2026 the parcels of land of agricultural purpose in all regions of the republic are subject to realization according to the procedure, No. UP-18 "About the Next Measures for Increase in Fertility of Agricultural Acreage and Creating Favorable Conditions for Investment Attraction in Industry" established by the Presidential decree of the Republic of Uzbekistan of February 3, 2025, at the same time:
