About additional measures for further liberalization of procedure for application of financial penalties and increase in efficiency of judicial control
For the purpose of reliable protection of the rights and legitimate interests of subjects of entrepreneurship, stimulation of conducting activities by them with compliance with law, elimination of excessive bureaucratic obstacles and obsolete procedures in case of regulation of the sphere of entrepreneurship, and also increase in efficiency of judicial control of activities of state bodies and officials I decide:
1. Determine main objectives of this resolution:
(a) decrease in regulatory loading by standardization of procedures of application of financial penalties concerning subjects of entrepreneurship, and also specification of powers of monitoring bodies and courts in this direction;
(b) creation of condition for reducing to 2 times of account load of subjects of entrepreneurship by stimulation of voluntary accomplishment of the obligations which resulted from offenses by them;
(c) law enforcement by digitalization of the processes connected using financial penalties concerning subjects of entrepreneurship and also strengthening of protection of their rights and legitimate interests.
2. Establish since October 1, 2026 procedure according to which:
(a) the resolution of authorized body on application of financial penalty can voluntarily be performed at the choice of the subject of entrepreneurship in one of the following forms:
(i) voluntary payment of 50 percent of financial penalty in a month from the date of delivery of the resolution of authorized body on application of financial penalty with exemption of the rest of penalty;
