About additional measures for enhancement of system of the higher education, science and innovations

For the purpose of acceleration of achievement of target indicators of the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030, creations of scientific clusters by consolidation of scientific potential, expansion of the academic, organizational and financial independence of the highest educational organizations, transformations of Uzbekistan in educational hub in the region I decide:

I. Purpose

1. Main objective of adoption of this Decree are development of system of the higher education, science and innovations on the basis of the principle of "5 T" - formation, education, researches, commercialization and system enhancement, and also transformation of the highest educational organizations with high potential in the scientific and intellectual centers competitive internationally for gifted youth.

II. Creation of national research universities

2. Implement the "U 10-global advanced universities of Uzbekistan" program and organize in its framework assignment to the highest educational organizations of the status of national research university.

3. Determine that:

(a) the status of national research university is given to 10 highest educational organizations which became winners in the competition held by the Agency of innovative development in the project of the organization of scientific cluster within the state scientific programs (further - the project of scientific cluster);

(b) the project of scientific cluster is complete system with participation "national research university - the domestic highest educational organizations - the prestigious foreign highest educational organization - the scientific organization - the industry organizations";
