About creation of the Tashkent international financial center

For the purpose of ensuring execution of Strategy "Uzbekistan - 2030", sharp increase in the volume of investment, market development of the capital and implementation of the advanced international standards, and also I decide transformations of the city of Tashkent in the international financial hub:

I. Main objectives

1. Determine main objectives of adoption of this Decree:

(a) providing additional gross domestic product growth of the country by development of the financial sector;

(b) attraction of long-term foreign direct and portfolio investments by creation of jurisdiction of high level of reliability based on internationally acknowledged legal standards;

(c) creation of highly paid workplaces and development of human capital in spheres of the international finance, the right and technologies;

(d) increase in credit rating of the country and strengthening of line item of the Republic of Uzbekistan in the international ratings of investment appeal;

(e) transformation of the Republic of Uzbekistan in regional financial center and ensuring integration of the country with global financial system.

II. Creation of the Tashkent international financial center

2. Approve the offer of the Ministry of investments, the industry and trade, the Central bank and the National agency of perspective projects on creation:

(a) The Tashkent international financial center (further - the Center);

(b) as a part of the Center - the Tashkent international commercial court.

3. Permit to perform in the territory of the Center rendering services and carrying out the transactions connected with financial, investing and banking activity, insurance, digital (crypto-) assets, securities, payment systems and services, Islamic and green finance, financial technologies, to provide auditor, consulting and legal services, and also other types of activity according to the constitutional law on the Center.

4. Approve:

(a) The main objectives of the Tashkent international financial center according to appendix No. 1 *;
