About additional measures for acceleration of privatization of Asakabank Joint-stock company
For the purpose of increase in operating efficiency of Asakabank Joint-stock company, further development of competitive environment in the field of banking services by its preparation for privatization and involvement of strategic investors in bank system I decide:
1. Take into consideration that between the Ministry of Economics and finance, the European Bank for Reconstruction and Development (further - the EBRD) and Asakabank Joint-stock company (further - Asakabank) the Agreement on the main conditions of cooperation on ensuring operating efficiency and independence of Asakabank, to improvement of quality and capitalization of its assets, acquisition is signed from the EBRD 15 percent of shares of Asakabank.
2. Agree with the offers of the Ministry of Economics and finance, the Central bank on Asakabank activities transformation providing:
(a) implementation of all banking activities proceeding from the market (commercial) principles, modern banking practice and requirements of risk management system on the basis of domestic policy of bank;
(b) the termination of accomplishment of any kinds of activities and the tasks which are not relating to the main activities of bank and assigned in addition;
(c) inclusion of the difference which arose in case of reduction of share par value of bank in compliance of market value taking into account analysis results of quality of assets, in its added capital.
3. To the Ministry of Economics and finance to develop and implement in practice in a month the mechanism of covering of losses which can arise in the future on the credits recognized problem according to analysis results of quality of assets at the expense of long-term credit lines and deposits of the Ministry of Economics and finance in Asakabank, and also other sources of the Government budget.
