About additional measures for implementation of system of production organization on the basis of new developments and support of science in the country
For the purpose of production organization of the knowledge-intensive, innovative products on the basis of chain "industry - the company - the highest educational organization - the scientific organization", expansions of commercialization scientific, rationalization and startup developments, performed by the highest educational and scientific organizations, supports of creating favorable conditions for studying by youth of foreign languages in the remote and hard to reach areas of the country I decide:
1. Determine main objectives of production organization on the basis of new developments of the highest educational and scientific organizations:
(a) support of innovative activities of the highest educational and scientific organizations;
(b) strengthening of organization-legal bases of technological transfer of results of scientific research, increase in adaptivity of the highest educational and scientific organizations to the entrepreneurial circle;
(c) establishing production of the knowledge-intensive and innovative products (goods and services) under establishment of the highest educational and scientific organizations;
(d) increase in income gained as a result of commercialization of new developments of the highest educational and scientific organizations.
2. Agree with the offer of the Agency of innovative development under the Ministry of the higher education, science and innovations (further - the Agency) about creation of the spin-off companies based on new developments in the form of economic society (further - the companies) under establishment of the highest educational and scientific organizations (further - founders).
3. Establish procedure according to which since May 1, 2026:
(a) when establishing activities of the companies:
(i) at least 25 percent of authorized capital of the companies are created by extrabudgetary funds of founders;
