In recent years in our country environmental measures, animal and flora, to improvement of ecological situation, rational use of natural resources, prevention of harmful effects of waste on human health are performed.
However, despite the taken measures, the share of offenses in the field of environmental protection, animal and flora, use of natural resources increases.
With respect thereto there is need of increase in responsibility of physical persons and legal entities in the field of environmental protection, animal and flora, use of natural resources, strengthening of responsibility for the offenses made in this sphere.
This Law in a row of legal acts makes the additions and changes providing assignment on the legal entities who are engaged in the separate types of activity making impact on the environment, additional obligations on conducting monitoring of the sources polluting the environment, strengthening of measures of the criminal and administrative responsibility for offenses in the field of environmental protection, animal and flora, uses of natural resources, including establishment of the administrative responsibility of persons for the environmental offenses fixed by means of the special automated program technical means of photo and video fixing, illegal collection and export of waste from platforms for collection of waste and their unprotected constructions.
Also the approval procedure on change of the trees which are not entering into the state forest fund takes root.
This Law serves ensuring execution of the legislation in the field of environmental protection, animal and flora, to improvement of ecological situation in our country, to ensuring rational use of natural resources.
