6. Lists of holidays and memorials for rendering the public assistance are established by local representative bodies on representation of MIO.
The public assistance by holidays and memorials is established in the amount of at least 2, 5-fold monthly settlement indicator and once in calendar year is appointed.
In the presence of several bases the public assistance by holidays and memorials is appointed only on one basis.";

"8. The list of categories of receivers, the extreme extent of the public assistance, circulation periods behind the public assistance to separate categories of the needing citizens are established by MIO and affirm decisions of local representative bodies.
The bases for reference of citizens to category of persons in need are:

2) damnification to the citizen (family) or its property owing to the fire;
3) availability of socially important disease;
