This Law establishes the legal basis of drinking water supply and water disposal (sewerage) and is directed to requirements satisfaction of legal entities and physical persons in drinking water and acceptance of sewage.

Chapter 1. General provisions

Article 1. The main terms used in this Law and their determinations

For the purposes of this Law the following main terms and their determinations are used:

the subscriber - the legal entity, the individual entrepreneur, other physical person operating non-residential premises, buildings, except for the non-residential premises and buildings located on the parcels of land provided for construction and servicing one-apartment, the blocked apartment houses registered by the organization for state registration of real estate, the rights to it and transactions of apartments with it in the blocked apartment house which renders services of water supply and (or) water disposal (sewerage) based on the service provision agreement of water supply and (or) water disposal (sewerage);

conduit - the transit pipeline of centralized system of drinking water supply connecting its separate constructions and intended for transportation of water from water intaking construction to networks of drinking water supply;

water disposal (sewerage) - package of measures, providing acceptance, transportation, transfer, cleaning and dumping of sewage into the environment with use of systems of water disposal (sewerage);

the state register of systems of drinking water supply, water disposal (sewerage) (further - the state register) - the state information resource containing data on systems of drinking water supply, water disposal (sewerage);

admissible concentration of pollutants as a part of sewage - the maximum concentration of pollutants as a part of production sewage and (or) their mix with other types of sewage, including surface sewage, taken away in centralized systems of water disposal (sewerage), system of the rain sewerage of settlements for the purpose of non-admission of violation of work of these systems;

zone of sanitary protection of sources of drinking water supply of centralized systems of drinking water supply - the territory and (or) the water area in which borders the specific mode of economic and other activity for the purpose of protection of sources of drinking water supply from pollution is set, contaminations, and also constructions and devices of centralized systems of drinking water supply in these borders - from damage;

zone of sanitary protection of constructions and devices of centralized systems of drinking water supply - the territory in which borders the specific mode of economic and other activity for the purpose of protection of constructions and devices of centralized systems of drinking water supply from pollution and damage is set;

the source of drinking water supply - water object (its part) which water is used or can be used in systems of drinking water supply;

not centralized system of water disposal (sewerage) - the constructions and devices which are technologically not connected with centralized system of water disposal (sewerage) and intended for acceptance of sewage with subsequent their transportation by cesspool transport on drain stations or other constructions of centralized systems of water disposal (sewerage);

not centralized system of drinking water supply - the constructions and devices which are technologically not connected with centralized system of drinking water supply and intended for production of drinking water (mine wells, piping, tubular wells);

water consumption regulation - amount of drinking water from centralized system of drinking water supply, necessary for satisfaction of needs of the consumer, the subscriber within a day;

the organization performing water supply and (or) water disposal (sewerage), - the legal entity performing operation of systems of drinking water supply, water disposal (sewerage), including based on the service provision agreement on operation of constructions and devices, and (or) rendering services of water supply and (or) water disposal (sewerage) based on the service provision agreement of water supply and (or) water disposal (sewerage);

drinking water - water which corresponds to hygienic standard rates of safety of drinking water;

drinking water supply - package of measures, providing production (withdrawal), transportation, storage, distribution and water supply to places of its consumption, and if necessary - preparation of drinking water with use of systems of drinking water supply;

the consumer - physical person, except for the physical persons specified in the paragraph the second to this part to which services of water supply and (or) water disposal (sewerage) based on the service provision agreement of water supply and (or) water disposal (sewerage) are rendered;

production supervision of safety of drinking water - research of drinking water of systems of drinking water supply for determination of compliance to its hygienic standard rates of safety of drinking water;

sanitary protection strip of conduits - the territory in which borders the specific mode of economic and other activity for the purpose of protection of conduits from pollution and damage is set;

system of water disposal (sewerage) - centralized and not centralized systems of water disposal (sewerage), systems of the rain sewerage providing acceptance, transportation, transfer, cleaning and dumping of sewage into the environment;

system of the rain sewerage - the constructions and devices intended for acceptance, transportation, transfer, cleaning and dumping of surface sewage into the environment;

system of drinking water supply - the centralized and not centralized systems of drinking water supply intended for use of drinking water;

constructions and devices - wells, conduits, pumping points, networks, constructions of water treatment and storage of drinking water, treatment facilities of sewage, metering stations, the locking regulating fittings and other similar constructions and devices intended for production (withdrawal), transportation, storage, distribution, water supply, and if necessary - for preparation of drinking water, acceptance of sewage, their transportation, transfer, cleaning and dumping into the environment;

the scheme of drinking water supply, water disposal (sewerage) - the document representing set of the graphical and text description of systems of drinking water supply, water disposal (sewerage) in the territory of the corresponding administrative and territorial unit and proving social and economic need, economic feasibility and ecological orientation of construction new, expansions, reconstruction, upgrades of the operating systems of drinking water supply, water disposal (sewerage);

technological expenses of water in centralized systems of drinking water supply - the amount of drinking water used by the organizations performing water supply and (or) water disposal (sewerage) in case of operation of centralized systems of drinking water supply, water disposal (sewerage);

service of water disposal (sewerage) - acceptance of sewage, except for surface sewage, in centralized systems of water disposal (sewerage);

water supply service - supply of drinking water through centralized systems of drinking water supply;

transportation service of sewage cesspool transport - transportation of sewage by cesspool transport from places of their accumulating on drain stations or other constructions of centralized systems of water disposal (sewerage);

centralized system of water disposal (sewerage) - complex of constructions and devices, functionally connected among themselves and intended for acceptance, transportation, transfer, cleaning and dumping into the environment of the sewage which are formed in economic and household and productive activity of all consumers and subscribers of the settlement;
