About additional measures for increase in efficiency of use of water resources
For the purpose of ensuring rational and effective use of the available water resources in the republic, supports and stimulations of implementation of water saving technologies, and also widespread introduction of water saving technologies and deepening of economic reforms in this direction I decide:
1. Determine the main target indicators of adoption of this resolution:
(a) finishing amount of the squares on which water saving technologies, to 3,5 of one million hectares in 2026 - 2028 are implemented, at the same time:
(i) implementation of technologies of drop irrigation on 220 thousand hectares of the area, dozhdevalny irrigation - on 110 thousand hectares of the area, and also the laser layout - on 600 thousand hectares of the area;
(ii) annual saving 5 billion cubic meters of water due to implementation of water saving technologies;
(b) for the purpose of expansion of implementation of water saving technologies in 2026:
(i) allocation of borrowing facilities by commercial banks in the amount of 2,6 of one trillion sum;
(ii) the direction of means of subsidies in the amount of 800 billion sum for the purpose of the state support;
(c) establishing increase on system basis of qualification of personnel of specialists on the basis of Shinzhonsky experiment of China on implementation and use of water saving technologies.
2. Enter procedure for the state support of implementation of water saving technologies in case of cultivation of agricultural products according to which:
(a) since 2027 annually tax rate for use of water resources and subsidies are established depending on condition of water supply of the irrigated land;
(i) in case of implementation of water saving technologies on the irrigated land in the territory which is steadily not provided with water supply, the allocated subsidies are estimated using the raising coefficient - 1,25;
