About measures for expansion of participation of domestic enterprises of light industry in chain of international supplies and strengthening of their line items in the foreign markets

I. Main objectives

1. Determine the main target indicators in the textile and sewing and knitted industry in 2026-2027:

(a) ensuring growth of production volume for 9 percent and bringing to 146 trillion sum in 2026, for 10 percent and to 167 trillion sum - in 2027;

(b) attraction to the sphere of foreign investments in the amount of 2, 2 billion US dollars in 2026, 2, 5 billion US dollars - in 2027;

(c) bringing export to 4 billion US dollars in 2026, including by means of electronic trade platforms - to 700 million US dollars, to 4, 5 billion US dollars - in 2027, including by means of electronic trade platforms - to 1 billion US dollars;

(d) creation of 80 thousand workplaces in 2026-2027 within implementable projects;

(e) establishment of cooperation with 40 foreign brands and the sorsingovy companies in 2026-2027 for the purpose of expansion of participation of domestic enterprises in the international supply chains.

II. The practical measures directed to financial improvement of the companies of the sphere of light industry

2. To agency on development of light industry (further - the Agency) (further - Fund) to finance the program for implementation of economical production and other models of effective management on medium and large enterprises on standardization of production processes and performance improvement of work in textile industry in 2026-2027 by fund of support of light industry.

Approve the offer of the Ministry of Economics and finance, the Central bank and Agency on program implementation on separation of the textile companies into categories "green", "yellow" and "red", proceeding from their economic and financial performance, and to rendering address assistance of their activities. At the same time it is allowed:

(a) allocation to the companies commercial banks of the credits at the expense of resources of the Agency at the rate to 2 million US dollars with capture on the security of the raw materials which was purchased by them and raw materials on which payments in full, or the raw materials (raw cotton and fiber) made by them are made;

(b) prolongation up to 7 years of term of earlier obtained commercial credits of the companies recognized having possibility of improvement;

(c) decrease in interest rates to the companies of light industry on the basis of refinancing of the acting credits with interest rate over 7 percent in foreign currency and more than 16 percent in national currency at the expense of the resources allocated to them by the Agency including the foreign credit lines attracted in Fund;

(d) implementation of the payments established for January-February in payment schedules in 2026-2027 on the loans attracted on cotton raw purchase with their equal distribution for the last six months on the basis of the credit agreement.

4. To the agency together with the commercial banks including created in them by groups of light industry to take adequate measures on support of the companies of light industry of "yellow" and "red" categories with permanent studying of their activities.

5. Agree with the offer of the Ministry of Economics and finance, the Department of Energy and the Agency on implementation since January 1, 2026 at the companies of light industry of system of realization of excesses of the electrical energy made by the companies with use of installations of renewable energy resources capacity to 5 MW.

6. To the Ministry of Justice together with Bureau of forced execution under the Prosecutor General's Office and the Tax Committee to create for the companies of light industry of possibility of notarial certification of agreements of pledge of the credits, according to the procedure of exception, in the presence of restrictions for accounts, rendering services in construction documents and other documents of allowing nature through the centers of the state services, and also implementation of payments for energy resources.

7. Approve the offer of the Agency on rewarding with the state and departmental awards of the entrepreneurs and workers of the sphere of the industry who achieved good results on special indicators and criteria on regular basis.

III. The practical measures directed to attraction of foreign investments and increase in export volume

8. Agree with the offer of the Agency and Ministry of Economics and finance on the organization of activities of the representations financed by Fund and representatives of the Agency in the foreign states, including in the USA, China, Russia, Turkey, Germany, Poland, the United Arab Emirates and Saudi Arabia.

9. Determine the main objectives of representations and representatives of the Agency:

(a) involvement of foreign potential investors to the sphere of light industry of Uzbekistan;

(b) search of new buyers of export-oriented products for export acceleration, cooperation increase with the acting buyers, establishing partnership with the large sorsingovy companies and brands;

(c) attraction of foreign grant means and the international experts for advanced training of employees of domestic enterprises.

10. To the deputy prime minister (Zh. Hodzhayev), to the Ministry of Foreign Affairs, the Ministry of investments, the industry and trade together with the Agency:

(a) for the purpose of providing target indicators of export of products of light industry in 2026-2027:
