1. The digital platform which owner or person with whom the owner of digital platform signed the agreement on operation of digital platform is the legal entity or the individual entrepreneur registered in accordance with the legislation of the Russian Federation belongs to intermediary digital platform in case of simultaneous compliance to criteria, stipulated in Item the 9th article 2 of the Federal law "About Single Questions of Regulation of Platform Economy in the Russian Federation", to the additional criterion providing the average number of the users of the Internet who are in the territory of the Russian Federation and providing access to such digital platform within a day which constitutes at least 100 thousand people for prior calendar year, and at least to one of the following additional criteria:
