About National fund of development of system of regulating documents in construction
The Parliament adopts this organic law.
This law establishes the single regulatory base of creation, the organization, financing and functioning of National fund of development of system of regulating documents in construction, and also procedure of control of assignments and the reporting under them.
The purpose of this law is continuous development of system of regulating documents in construction for safety, increase in efficiency and quality of process of construction, arrangement of the territory and town planning, and also the documents used when designing (including engineering researches), construction, upgrade, strengthening, repair, operation, conclusion from operation and post-utilization of buildings and constructions.
For the purposes of this law the concepts determined in the Town-planning and construction code and also the following concepts are used:
1) National coordination council of National fund of development of system of regulating documents in construction - the collegiate organ created for approval, monitoring and management of means of National fund of development of system of regulating documents in construction for promotion and coordination of the purposes of development of system of regulating documents in construction;
2) investments into fixed capital - direct costs on the construction construction, reconstruction, upgrade or capital repairs of construction provided by expense budget;
3) construction object - the building, construction or complex created by performance of works on construction/reconstruction;
4) the thematic plan of development of construction technical regulations - the list of projects of construction technical regulations including the amount of financial resources on each project and approved by National coordination council of National fund of development of system of regulating documents in construction;
