a) add the subitem "b" with the word "populations";

c) in the subitem "d" of the word "the military conflicts or owing to these conflicts, and also in case of emergency situations of natural and technogenic nature" shall be replaced with words "the dangers arising during mobilization, during action of warlike situation in wartime";
