About the tariff quotas on import of pork and fowl in 2026

Based on subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of April 5, 2016 No. 124 "About state regulation of foreign trade activity" and Decisions of Board of the Eurasian economic commission of October 7, 2025 No. 89 "About establishment for 2026 of the tariff quotas concerning separate types of the agricultural goods imported on customs area of the Eurasian Economic Union, and also amounts of the tariff quotas concerning these goods imported in the territory of state members of the Eurasian Economic Union" Council of Ministers of the Republic of Belarus DECIDES:

1. To the Ministry of Agriculture and Food (further - Ministry of Agriculture and Food Production):

1.1. determine for 2026 by areas amounts of the tariff quotas on import to the territory of the Republic of Belarus of pork * and fowl ** (further - the tariff quotas) based on the analysis of the indicators of self-produced production registered in the location in the territory of areas and Minsk of legal entities (further - the registered legal entities) taking into account their production capacities and raw material resources it is pro rata to specific weight of areas in self-produced production by means of the edition of the legal act and till January 9, 2026 to bring them to the attention of regional executive committees;

** For the purposes of this resolution are understood as fowl:

the rolled meat of dunghill hens is fresher, cooled or refrigerated, classified by codes 0207 13 100 1 and 0207 14 100 1 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union;

the rolled meat of turkeys is fresher, cooled or refrigerated, classified by codes 0207 26 100 1 and 0207 27 100 1 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union.

1.2. till January 30, 2026 by means of the edition of the legal act to distribute 100 percent of amounts of the tariff quotas between the registered legal entities who told till January 16, 2026 to regional executive committees the need for use of amounts of the tariff quotas for self-produced production received as a result of conversion (processing) of pork and (or) fowl in the territory of the Republic of Belarus according to the criterion established in paragraph four of Item 7 of the Regulations on reference of products (works, services) to products (works, services) of the own production approved by the resolution of Council of Ministers of the Republic of Belarus of December 17, 2001 No. 1817, based on offers of the regional executive committees provided according to Item 2 of this resolution.

In case of non-use by the registered legal entity of amount (part of amount) of the tariff quota this amount is redistributed by Ministry of Agriculture and Food Production based on offers of the regional executive committees created according to statements of the registered legal entities, in proportion to the actual amounts of self-produced production, received by them in previous year as a result of conversion (processing) of pork and (or) fowl, taking into account their production capacities and raw material resources, following the results of the analysis of condition of the domestic market of meat products and deliveries in 2026 to the territory of the Republic of Belarus of pork and fowl;

1.3. distribute according to the procedure, established in subitems 1.1 and 1.2 of this Item, amounts of the tariff quotas in case of adoption by Board of the Eurasian economic commission of the Decision on their increase;

1.4. send in electronic form on agreed form to the Ministry of anti-monopoly regulation and trade (gave it - MARCH) and the State Customs Committee no later than the next day after distribution (redistribution) of amounts of the tariff quotas information on their distribution (redistribution) between the registered legal entities with indication of the information about them, accounting numbers of payers, codes and names of goods according to the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union;

1.5. together with regional executive committees to perform the analysis of condition of the domestic market of meat products and deliveries in 2026 to the territory of the Republic of Belarus of pork and fowl and to inform the Ministry of Foreign Affairs (further - the MFA) on results of this analysis till July 27, 2026 and on January 25, 2027.

2. To provide to regional executive committees till January 23, 2026 to Ministry of Agriculture and Food Production:

2.1. offers on distribution between the registered legal entities of amounts of the tariff quotas it is pro rata to the actual amounts of self-produced production, received by them in previous year as a result of conversion (processing) of pork and (or) fowl, taking into account their production capacities and raw material resources;

2.2. the information about the registered legal entities with indication of accounting numbers of payers.

3. MARCH:

3.1. perform issue of licenses for import of pork and fowl;

3.2. quarterly to the 10th following reporting to inform Ministry of Agriculture and Food Production and the MFA on the licenses for import granted to the registered legal entities in 2026 of pork and fowl.

4. To the State Customs Committee:

4.1. provide in accordance with the established procedure release of pork and fowl, imported in 2026 on the territory of the Republic of Belarus within amounts of the tariff quotas, according to customs procedure of release for internal consumption based on the licenses granted MARCH;

4.2. represent in electronic form on agreed form to Ministry of Agriculture and Food Production and the MFA monthly to the 25th following for reporting this about release for internal consumption in 2026 of pork and fowl in limits and outside amounts of the tariff quotas with indication of information on the registered legal entities and amounts of release of pork and fowl.

5. This resolution becomes effective after its official publication.
