About measures for enhancement of activities of Academy of Sciences of the Republic of Uzbekistan

For the purpose of determination of the priority directions of system reforming of science in the country, improvement of quality of basic and applied researches, strengthenings of integration of the higher education, science and production, and also providing competitiveness of the scientific organizations of Academy of Sciences internationally I decide:

I. Main objectives and priority directions

1. Main objectives of adoption of this resolution are expansion of participation of Academy of Sciences in creation of additional value for economy industries, and also enhancement of its activities way:

(a) implementations in Academy of Sciences till 2030 of scientific research in the priority directions determined in appendix No. 1 *;

(b) increases till 2030 in Academy of Sciences and the organizations of its system:

(i) numbers of new scientific developments and amount of the means received from commercialization - by 3 times;

(ii) youth shares as a part of scientists - to 60 percent;

(iii) the number of Articles published in prestigious international scientific publications - by 4 times;

(iv) participations of academicians and professors in educational process - by 5 times;

(v) the number of the scientific research performed on the basis of international cooperation - by 3 times;

(c) reintegrations into science of Uzbekistan of the scientific diaspora conducting activities in foreign countries;

(d) transfer of scientific institutions of Academy of Sciences (further - scientific institutions) on system of financing on the basis of the principle of the competition;

(e) creations of incentive system of youth for strengthening of its participation in the academic science.

II. Cardinal reforming of implementation of new developments in real industries of economy

2. For the purpose of strengthening of mutual integration of science and industries, radical enhancement of system of commercialization of new developments of Academy of Sciences to create Council for integration of science and industry (further - Council for integration) without the status of the legal entity.

3. Determine that Council for integration:

(a) consists of heads of the ministries, the companies and the organizations responsible for industries of economy, representatives of scientific institutions, and its structure affirms the head of Administration of the President of the Republic of Uzbekistan;

(b) creates, carries out discussions and approves the list of the projects which are subject to realization proceeding from development plans for the companies and the organizations of the corresponding industries for the short-term, medium and long-term outlook;

(c) creates the list of problems in the industries of economy requiring the scientific solution distributes them between scientific institutions, and also determines the orders guaranteed by the state with indication of sources of their financing;

(d) includes the projects which received positive assessment in scientific and technical programs of scientific institutions, and also provides their determination as priority subjects in programs of tenders of the applied and innovative grants created by the Ministry of the higher education, science and innovations;

(e) considers the presentations of the new developments which are available in scientific institutions, in case of receipt of the positive conclusion determines the program of specific measures for their implementation in industry of real economy.

4. To academy of Sciences, and also the Ministry of the higher education, science and innovations till November 1, 2026 in cooperation with prestigious international scientific centers to carry out work on development of joint educational programs (double degree) of basic doctoral studies (PhD) and doctoral studies (DSc) on specializations materials science, genetics, nanotechnologies, and also preparation of joint projects according to grant programs of the international organizations.

5. Establish since 2026 procedure according to which for the purpose of improvement of quality of all scientific projects within state programs of scientific activities the structure of scientific and technical councils on conducting their scientific examination based on the offer of Academy of Sciences joins the co-chairman's candidate.

III. Enhancement of activities of Academy of Sciences and its scientific institutions

6. Approve:

(a) The program of measures for enhancement of activities of Academy of Sciences of the Republic of Uzbekistan according to appendix No. 2 *;

(b) Target indicators of activities of Academy of Sciences of the Republic of Uzbekistan till 2030 according to appendix No. 3 *;

(c) The plan of step-by-step increase in number of scientists of Academy of Sciences of the Republic of Uzbekistan according to appendix No. 4*.

7. Determine that in Academy of Sciences:

(a) the total extreme number of workers of administrative personnel constitutes 50 units;

(b) within the total number of workers of administrative personnel the position of one vice president on financial and economic work is entered;

(c) the vice president on financial and economic work is appointed to position and dismissed by the president of Academy of Sciences in coordination with the Cabinet of Ministers.

8. Academies of Sciences:

(a) to implement since January 1, 2026 with involvement of foreign experts rating system of assessment of performance indicators of activities of scientists (KPI) of scientific institutions of the system, and also scientific activities of scientific institutions. At the same time:

(i) the rating of scientific institutions is made following the results of year on the basis of complex indicators and is subdivided into categories "green", "yellow", "red";

(ii) proceeding from category of rating additional financing of new projects of scientific institutions, creation for them new laboratories and departments or their closing with transfer of their established posts to other scientific institutions are performed;

(iii) assessment of KPI of scientists is performed on the basis of points proceeding from performance indicators of their activities;

(b) till March 1, 2026 with involvement of the international experts to carry out continuous inventory count of activities of scientific institutions, to create new scientific groups and laboratories due to optimization of quantity of the unpromising and low effective operating scientific directions and laboratories;

(c) together with the interested ministries and departments to draft the updated Charter of Academy of Sciences providing in a month:

(i) review of powers of General meeting and Board of directors, reducing their duplicative functions and tasks;

(ii) increase in value of General meeting, strengthening of activity of academicians;

(iii) specific determination of procedure for position assignment and dismissal of heads of scientific institutions, and also age brackets. At the same time candidates are appointed for a period of 5 years, holding the post more 2nd time in a row is not allowed.
