About measures for development of social and production infrastructure of the Republic of Uzbekistan in 2026 - 2028

For the purpose of further acceleration of implementation of the tasks determined in Strategy "Uzbekistan - 2030", environmental protections, mitigation of the consequences of climate change, creating favorable conditions for the population and entrepreneurs by further development of social and production infrastructure in regions, especially in makhallyakh, on the basis of the principles of "green economy" I decide:

I. Main objectives

1. Determine the main priority directions of the Development program of social and production infrastructure of the Republic of Uzbekistan in 2026 - 2028 (further - the Program):

(a) widespread introduction of "green" technologies when designing construction objects, full compliance with standards and approaches to energy efficiency taking into account effective use of renewable energy resources;

(b) enhancement of management system the state investments, with the organization first of all effective use of means of off-budget funds of state-financed organizations in the amount of 3,4 of one trillion sum;

(c) implementation of modern system of rendering primary health care to the population on the basis of the best foreign practices;

(d) the direction of funds in the amount of 150 billion sum for works on construction, reconstruction, capital repairs and improvement of buildings of technical schools of the advanced professional skill;

(e) allocation at the expense of the State Social Security Fund of means in the amount of 2 trillion sum for the purpose of strengthening of material and technical resources of objects of the social sphere and creation of additional capacities;

(g) increase in the size of the funds allocated for works on providing comprehensive schools with necessary stock in time 1,6;

(h) increase in 1,7 of time and bringing to 700 billion sum of the size of the funds allocated for construction of necessary infrastructure for further increase in tourist potential, creating favorable conditions to foreign and domestic tourists in regions;

(i) the direction of funds in the amount of 70 billion sum for works on installation of the modern energy saving equipment for the purpose of increase in energy efficiency of objects of heat supply;

(j) construction of underground walking paths at the expense of means in the amount of 100 billion sum for the purpose of ensuring safe movement of pedestrians on highways;

(k) advance assignment in the amount of 120 billion sum for financing of installation and construction works on objects of irrigational system during not irrigated season (during not vegetative period) on which there is no possibility of performance of works on construction and reconstruction during the vegetative period;

(l) creation of the comfortable and free circle for persons with disability on infrastructure facilities on which repair construction works within the Program are performed.

II. Approval and organization of program implementation

Take into consideration that the Program is developed on the basis of offers of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the ministries and departments with studying of opinion of the general public and Kengashami of People's Deputies is approved local.

3. Approve:

(a) The main indicators of development of social and production infrastructure in 2026 - 2028 according to appendix No. 1 *;

(b) Key parameters of the directions financed within the Development program of social and production infrastructure in 2026 according to appendix No. 1a *;

(c) Target indicators of input of objects of social and production infrastructure and creation of new capacities in 2026 according to appendix No. 2 *;

() Address lists of construction, reconstruction, capital repairs and equipment of objects in the Republic of Karakalpakstan, areas and the city of Tashkent in 2026 according to appendices No. No. 3 - 16 *;

(e) The address list of objects for providing with external engineering and communication networks special economic zones, and also large production projects in 2026 according to appendix No. 17 *;

(g) The address list of construction, reconstruction and capital repairs of objects at the expense of means of the State Social Security Fund within the Development program of social and production infrastructure for 2026 according to appendix No. 18 *;

(h) The address list of projects on construction, reconstruction and capital repairs of objects at the expense of off-budget funds of state-financed organizations within the Development program of social and production infrastructure for 2026 according to appendix No. 19 *;

(i) The preliminary address list of again begun projects (objects) of development of social and production infrastructure, realization subjects in 2027, according to appendix No. 20 *;

(j) The address list of perspective projects (objects) which are subject to realization in the years ahead according to appendix No. 21 *;

(l) "Road map" on the effective organization of program implementation of development of social and production infrastructure of the Republic of Uzbekistan according to appendix No. 22*.

4. Assign to the deputy prime minister A. Ramatov, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, heads of the ministries, departments and economic associations the personal responsibility for ensuring timely, high-quality and complete realization of key parameters, target indicators and address lists of the Program (further - Program parameters), and also target and effective expenditure of allocated funds.

5. Determine that:

(a) in case of rejection in attention of reducing impact of construction to the environment, implementation of modern standards, in particular use of energy-saving technologies and installations of renewable energy resources, environmentally friendly construction materials with outstanding energy efficiency when designing of again begun objects within the Program conducting examination of their design estimates is not allowed;

(b) The Ministry of Construction and Housing and Communal Services, the Ministry of Economics and finance take measures for ensuring compliance, provided in this Item, in case of examination of the design estimates of again begun objects;

(c) within the Program only the projects directed to creation (forming) of fixed capital are covered (except for projects of capital repairs of objects of the social sphere, improvement of tourist infrastructure, design and exploration work, and also repayment of accounts payable on the projects realized within programs of previous years);

(d) based on resolutions and orders of the Cabinet of Ministers changes and (or) additions providing inclusion of additional projects (objects) having the approved preproject and (or) project documentation and sources of financing, exception of unrealized projects (objects), and also redistribution of capital investments between customers (initiators) can be made to Program parameters. At the same time:

(i) reducing capacities by the directions (industries) which commissioning is planned for the corresponding year is not allowed;
