About measures of increase in indicators of public conveyance on rail transport along local routes till 2030

For the purpose of increase in share of public conveyance on rail transport along suburban, long-distance and interregional routes, ensuring provision to the population of safe transport services, scope of all regions of the republic with the message of high and rapid electric trains, and also determinations of the subsequent perspectives of activities for public conveyance on rail transport I decide:

I. Purposes and perspective indicators

1. Determine main objective of this resolution increase in annual figure of public conveyance on rail transport by local routes till 2030 with 10,5 of one million to 23,5 of one million, and also finishing quantity of the directions organized along routes of electric trains with 40 to 53.

2. Approve:

(a) Target indicators of development of activities for public conveyance on rail transport in 2026 - 2030 according to appendix No. 1 *;

(b) The list of traffic routes of electric trains in the local directions in 2026 - 2030 according to appendix No. 2 *;

(c) The development program of infrastructure of public conveyance on rail transport and updates of railway vehicles in 2026 - 2030 according to appendix No. 3*.

II. Improvement of infrastructure of public conveyance on rail transport

3. Determine priority tasks of the Ministry of transport and JSC Uzbekiston temir yullari in the field of development of activities for public conveyance on rail transport:

(a) ensuring unconditional goal achievement and the perspective indicators specified in appendices No. 1 - 3 * to this resolution, accomplishment of the development program of infrastructure and updating of railway vehicles;

(b) the organization since 2026 of movement of high electric trains in the Tashkent — Urgench — Khiva direction on rail line Bukhara-Khiva 465 km long on which works on electrification are complete;

(c) completion of works on electrification of the railroad "Miskin — Nukus" 196 km long and the organization of movement of high electric trains in this directions until the end of 2026;

(d) upgrade of railway districts "Angren - Fathers" and "Tashguzar - Baisong - Kumkurgan" and adjustment till 2030 of movement of rapid electric trains to the Andijan, Namangan, Fergana and Surkhandarya regions;

(e) updating of railway vehicles due to purchase till 2030 of 6 high-speed, 8 high-speed and 20 modern electric trains, 2 passenger diesel locomotives, 10 electric locomotives, 200 passenger rail cars and 50 switching locomotives. At the same time purchase at the first stage of modern 4 rapid electric trains with outstanding energy efficiency and the low pallet, 10 electric trains, and also purchase of the others of 4 high-speed and 10 electric trains after studying of opinion of the public from the point of view of comfort for the population.

4. To the ministry of transport together with the Ministry of Internal Affairs, JSC Uzbekiston temir yullari, SUE Tashkent Subway and Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent until the end of 2026:

(a) to provide creation of the transport hubs serving integration of the electric trains going to the city of Tashkent from the territory of the Tashkent agglomeration with public transport, in particular start of railway stations close at least 3 metro stations;

(b) to take measures for studying of flow of the passengers arriving to the city of Nukus and the regional centers, to start of the transport hubs serving integration of the electric trains moving along suburban routes with public transport;

(c) to enter information on the carried-out work in Administration of the President of the Republic of Uzbekistan.

5. JSC Uzbekiston temir yullari together with the Ministry of transport till July 1, 2026 to develop the estimative project documentation "Construction of rail line along route "Nurafshon - Pskent - the Beech - Yangiyer" and to begin construction.

6. To the ministry of transport together with JSC Uzbekiston temir yullari, the Ministry of Economics and finance, the Ministry of investments, industry and trade in three-months time to develop with involvement of foreign consultants and to make in the Cabinet of Ministers suggestions for improvement of system of financing of projects within development of activities for public conveyance on rail transport (in particular, development of infrastructure and updating of railway vehicles).

7. To the ministry of transport together with the Tashkent state transport university till June 1, 2026, having studied passenger traffic between regions of the republic, to develop and take measures for implementation in practice of strategy of the interconnected complex development of passenger transportations on rail, air and road transport, if necessary with involvement of foreign consultants.

8. Determine that:

(a) the projects given in appendix No. 3 * to this resolution are implemented according to the estimative project documentation developed if necessary with involvement of foreign consultants in accordance with the established procedure. At the same time examination of agreements on the railway vehicles acquired within projects, and also goods and services is in accordance with the established procedure carried out to SUE Center of Complex Examination of Projects and Import Contracts;

(b) To confer to the Cabinet of Ministers power to make changes to the list of projects in appendix No. 3 * to this resolution based on results of the estimative project documentation in coordination with Administration of the President of the Republic of Uzbekistan.

9. JSC Uzbekiston temir yullari until the end of 2026 to take measures on:

(a) to carrying out external audit of reports for 2023-2024 on the basis of requirements of international accounting standard;

(b) to receipt of rating of international credit for the purpose of creation of possibility of attraction of financial resources from the international market of the capital without the state guarantee;

(c) to implementation of the Treasurer Payment system directed to purchasing control in society and at the companies of system;

(d) to carrying out forenzik-audit of procurement processes for 2025;

(e) to increase from 30 km/h up to 50 km/h of restricted speed on movement of freight trains for the purpose of saving of time in case of cargo transportation and further increase in efficiency of the main way;

(g) to full completion of transition on automated and online system of implementation of railway tickets;

(h) to increase in the income and expense optimization of society and the companies of system, to effective establishing management, and also development of new tariff methodology on the basis of foreign experience.
