About measures for radical enhancement of system of provision of measures of the state social support to the segments of the population needing social protection

I. Purposes

1. Determine the purposes of enhancement of system of provision to the segments of the population of social services needing social protection, the help and privileges (further - measures of the state social support):

(a) implementation of system of identification of the families which are on the state providing poor and appeared in difficult life situation, and also provisions of the unified measures of the state social support by it;

(b) implementation of procedure for provision of measures of the state social support is proportional to family economic and social situation;

(c) employment of 40 thousand persons with disability by means of program implementation "Equal opportunities - inclusive employment".

II. Enhancement of system of scope of the population measures of the state social support

2. Determine that since February 1, 2026 based on "The unified register of social protection" and the Register of poor families the unified Social register will function. At the same time:

(a) maintaining the Social register is performed in the information system "Single National Social Protection", carrying out tasks on identification of families (persons) to which measures of the state social support, and assessment of their economic and social situation will be provided;

(b) in the Social register, proceeding from economic and social situation of families, they are divided on categories "the family which is on the state providing", "poor family" and "family which is within poverty".

3. Implement procedure for determination of categories of the families included in the Social register, according to which:

(a) the families specified in the list of appendix No. 1 * to this Decree which members are disabled or with limited opportunities of work and cumulative average monthly it is profitable each member of which below the minimum consumer spendings, join in category "the family which is on the state providing";

(b) families which members are able-bodied or have opportunity to work and cumulative average monthly is profitable each member of which below the minimum consumer spendings, join in category "poor family";

(c) the following families on which each member the comprehensive average monthly income constitutes from the single size to the polutorakratny size of the minimum consumer spendings join in category "the family which is within poverty":

(i) families which are excluded from categories "family, nakhodyashchayasyana state providing" or "poor family";

(ii) the families recognized based on the recommendation of "the makhallinsky seven" as the family which appeared in the difficult life situation determined in appendix No. 1 * to this Decree.

III. Instruments of support of the families included in the Social register

4. Approve the offer of the National agency of social protection, the Ministry of Economics and finance, and also the Ministries of zanyatostiya of reducing poverty about provision to the families included in the Social register, measures of the state social support proceeding from their category.

5. Establish procedure according to which the following payment procedure of children's benefit and financial support to the families included in the Social register takes root:

(a) to the families referred to category "the family which is on the state providing" social services and the help, including children's benefit and financial support, are provided during stay them in this category irrespective of employment of family members and without reclamation of the additional address. At the same time economic and social situation of family is anew estimated twelve months later after inclusion of family in the Social register, except for studying of provision of family by means of information systems of the ministries and departments;

(b) to the families referred to category "poor family":

(i) the children's benefit or financial support are appointed with condition of ensuring official employment of able-bodied family members within 6 months since their appointment, except as specified, in case of which according to the legislation from able-bodied family members it is not required to be busy;

(ii) the children's benefit or financial support when ensuring official employment of able-bodied family members are paid continuously without reclamation of the additional address;

(iii) in case of failure of consideration of ensuring official employment of able-bodied family members payment of children's benefit and financial support stops. At the same time in case of the repeated address of family on receipt of children's benefit and financial support in view of the fact that the family is referred to category "poor family", the rule excluding employment of able-bodied family members within 6 months is not applied;

(c) to the families referred to category "the family which is within poverty":

(i) the children's benefit or financial support are paid within 6 months since reference of families to this category;

(ii) if the comprehensive average monthly income on each family member constitutes from the 25-fold size of the minimum consumer spendings, 1-fold to 1,, the size of the children's benefit or financial support paid to them constitutes 75 percent of this benefit or financial support if the comprehensive average monthly income on each family member constitutes from 1, the 5-fold size of the minimum consumer spendings, 25-fold to 1,, the size of the corresponding benefit or financial support constitutes 50 percent.

6. Implement since February 1, 2026 for the families referred to category "the family which is on the state providing", the packet of the public assistance including the following:

(a) for installation in houses of these families of solar panels capacity of 7 - 10 kW from the State trust fund of reducing poverty allocates subsidy in the amount up to the 100-fold size of basic settlement size;

(b) to these families within the Development program of family entrepreneurship by means of commercial banks the credit for a period of up to 4 years in the amount up to the 75-fold size of basic settlement size for the following purposes and with the following provisions is allocated:

(i) the credit is allocated for employment of able-bodied family members, the beginning or expansion of business activity, including acquisition of the cattle, bird, rabbits, fishes and beehives, portable shops (food truck), motor scooters, scooters and other fixed assets or construction of the greenhouse;

(ii) the credit is listed on the social card of the family member, referred to category "the family which is on the state providing", including grace period one year;

(iii) the interest rate of the credit is calculated at interest rate within the Development program of family entrepreneurship and interest payments become covered to commercial banks at the expense of the funds allocated from the Government budget to the State trust fund of reducing poverty.
