About approval of Strategy of protection of children from all forms of violence for 2026 - 2030

For the purpose of the effective organization of execution of the Law of the Republic of Uzbekistan "About protection of children from all forms of violence", and also I decide forming in the society of the atmosphere of intolerance to all forms of violence against children, reliable protection of their rights, freedoms and legitimate interests:

I. Strategy of protection of children from all forms of violence

1. Take into consideration that the Republic of Uzbekistan joined the Bogotsky appeal to actions and is accepted in membership of Global alliance on the termination of violence against children.

2. Approve:

(a) The strategy of protection of children from all forms of violence for 2026 - 2030 according to appendix No. 1 *;

(b) The program of measures for realization in 2026-2027 of the Strategy of protection of children from all forms of violence according to appendix No. 2*.

II. Enhancement of system of counteraction to all forms of violence against children

3. Determine that since February 1, 2026:

(a) the service of professional foster home for the children selected from family owing to violence, who are under risk of making of violence against them, and also being in socially dangerous provision takes root. At the same time:

(i) applicants for creation of professional foster home are trained on the basis of the social and rehabilitation programs directed to reduction of negative impact of the mental injury got by the child owing to violence, the prevention and elimination of consequences of behavioural variations or violations in the relations with family members, peers of the children who were affected by violence and being under risk of making of violence against them, and also which are in socially dangerous provision (further - the children needing social protection);

(ii) the children selected from family owing to violence, needing social protection settle in professional foster homes based on the contract signed between centers the social services "Inson" and these families;

(iii) on expenses on care of each child arranged in professional foster home money in double amount of minimum payment of work at the expense of means of the State Social Security Fund monthly is paid;

(iv) the funds from the State Social Security Fund in the amount of expenses on accommodation of pupils of orphanages of family type established by acts of the legislation are allocated for expenses on accommodation of each child arranged in professional foster home;

(b) originally in the Kashkadarya, Navoiy and Khorezm regions, until the end of 2026 - in other regions of the republic activities of the compact centers of social support in system of the National agency of social protection for the children needing social protection are adjusted;

(c) the children selected from family owing to the caused sexual violence can be placed in the regional centers of the Republican center of rehabilitation and adaptation of women by Inson social service centers on condition of their obligatory separate placement.

4. Establish procedure according to which since September 1, 2026:

(a) legal aid is given to the children who were affected by violence and also the children who became witnesses of violence since the moment of their attraction to the corresponding legal proceedings at the expense of the state;

(b) when carrying out all types of legal proceedings at stage of pre-judicial production and in the course of legal proceedings on the facts of the violence against children committed by their legal representatives or other relatives, representatives of guardianship and custody bodies participate without fail;

(c) for minimization of repeated travmatization preliminary testimonies of the children who were affected by violence are fixed by means of video without fail;

(d) the administrative responsibility for not message on the revealed cases connected with violence against children, employees of the organizations of education, health care and social protection of the population irrespective of form of their property takes root.

5. To the Ministry of Internal Affairs together with the Prosecutor General's Office, the Ministry of Justice, the National agency of social protection and the interested departments to bring in the Cabinet of Ministers:

(a) in three-months time the bill providing entering into acts of the legislation of the changes and amendments following from item 4 of this Decree;

(b) in the six-months time of the offer on changes and amendments in acts of the legislation on implementation of system of carrying out investigative action - confrontation between children and suspects, persons accused or defendants only based on the decision of the investigator or the prosecutor or determination of court within the cases connected with making of sexual violence against children.

6. Agree with the offers of the Cabinet of Ministers, National agency of social protection, the Ministry of Internal Affairs, and also Ministry of preschool and school education providing:

(a) abolition of Republican teaching and educational organization for girls and Republican teaching and educational organization for boys;

(b) creation in the form of public institution of the Center of support and social integration of children and its regional divisions in the Samarkand, Fergana, Khorezm and Bukhara regions.

To the national agency of social protection in two-month time to introduce to the Cabinet of Ministers the draft of the regulatory legal act about the organization of activities of the Center of support and social integration of children.

III. The organization of social services for the children who were affected by violence and their families

7. Determine that since March 1, 2026 in Inson social service centers the service for the parents (replacing them persons) of the children needing social protection - "mekhrl of oil" is organized. At the same time:

(a) service "mekhrl of oil" will be organized by the Center of support and social integration of children for the National agency of social protection;

(b) to service "mekhrl of oil" the parents (replacing them faces) based on the decision of the commissions on questions of children of the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) are attracted;

(c) for the parents attracted to service "mekhrl of oil" (replacing them persons) free services of family therapy in assistance to recovery of the broken relations with family, their socialization taking into account psychophysical features of their children will be rendered.

8. Establish procedure according to which:

(a) the children who are in socially dangerous provision taking into account their behavior, talents and interests can accommodate in the educational organizations specified in appendix No. 3 * within academic year according to the decision of the Commission on questions of children of areas (cities) based on the direction of the National agency of social protection.
