About measures for the organization of activities of National committee of the Republic of Uzbekistan for ecology and climate change

I. Establishing activities of National committee on ecology and climate change

1. Approve:

(a) Organizational structure of National committee of the Republic of Uzbekistan on ecology and climate change (further - Committee on ecology) according to appendix No. 1 *;

(b) Regulations on National committee of the Republic of Uzbekistan on ecology and climate change according to appendix No. 2 *;

(c) Regulations on the State inspection of environmental control (Ecopolice) of National committee of the Republic of Uzbekistan on ecology and climate change according to appendix No. 3 *;

() Regulations on procedure for assignment of special ranks to workers with the status of the state inspector in system of National committee of the Republic of Uzbekistan on ecology and climate change according to appendix No. 4 *;

(e) The program for providing employees of Ecopolice with the special equipment and vehicles in 2025 - 2027 according to appendix No. 5 *;

(g) The program of measures for further strengthening of reforms in the field of ecology, environmental protections according to appendix No. 6*.

2. Create public institution "National center of environmental monitoring" based on public institution "Center of specialized analytical control in the field of environmental protection" of Committee on ecology.

3. Determine that:

(a) The committee on ecology in the activities is accountable directly to the President of the Republic of Uzbekistan;

(b) The committee on ecology performs the activities irrespective of all state bodies and the organizations, their officials, intervention of these officials in its activities is forbidden;

(c) powers of the Cabinet of Ministers in the field of ecology and the environmental protections determined by bylaws before entering into them of corresponding changes are performed directly by Committee on ecology;

() the Committee on ecology is legal successor by the rights and obligations of the Ministry of ecology, environmental protection and climate change;

(e) the management of the current activities of Committee on ecology is performed by the adviser to the President of the Republic of Uzbekistan for environmental issues - the chairman of National committee on ecology and climate change;

(g) the chairman of Committee on ecology has 4 deputies who according to the status, conditions of position assignment and dismissal, compensation, medical attendance and transport service are equated to deputy advisers to the President of the Republic of Uzbekistan respectively;

(h) for officials of Committee on ecology allowances and surcharges for long service, the military and special ranks (class ranks, qualification categories, diplomatic ranks and others) appropriated still to place of employment remain;

(i) the work period in Committee on ecology joins in the length of service necessary for receipt of military and special ranks;

(j) the expenses connected with acquisition of uniform of the workers exercising the state environmental control and distinction signs for them are made by extrabudgetary funds of Committee on ecology;

(k) providing employees of Ecopolice with the special equipment and vehicles is performed by extrabudgetary funds of Committee on ecology;

(l) following heads of the Agency on afforestation and increase in green zones, fight against desertification, Agencies of hydrometeorological service and Agency on waste management and development of circular economy:

(i) directors are appointed to position and are dismissed by the President of the Republic of Uzbekistan;

(ii) associate directors are appointed to position and are dismissed by the head of Administration of the President of the Republic of Uzbekistan;

(m) heads of Committee on ecology and climate change of the Republic of Karakalpakstan, head departments of areas and the city of Tashkent (further - regional divisions) are appointed to position and dismissed by the chairman of Committee on ecology in coordination with Administration of the President of the Republic of Uzbekistan;

(o) regional divisions and departments of areas (cities) are not included into structure of executive bodies on places, perform the activities independently and are accountable to Committee on ecology;

(o) state bodies and the organizations without fail agree previously on issues of position assignment and dismissal of employees of departments of ecological diplomacy with Committee on ecology;

(p) Power is conferred to committee on ecology to approve structures (standard structures) of landscape protection areas and the state forestry.

II. Digitalization of the sphere and transition to ecological production

4. To committee on ecology together with the Ministry of digital technologies till September 1, 2026 to adjust activities of the Single ecological online platform at the expense of means of Ecological fund.

5. Approve the Main requirements to the Single ecological online platform according to appendix No. 7*.

6. To industrial enterprises I and II of category on impact on the environment (further - the companies I and II of category) till March 1, 2026 to take measures for installation in the territory of stations of background monitoring and their integration with the National center of environmental monitoring of Committee on ecology.

7. Implement procedure for application to the companies I and II of category which did not establish in certain time since March 1, 2026 the station of background monitoring and not integrating them with the National center of environmental monitoring of Committee on ecology, compensating payments with increase them by 5 times.

8. Determine that:

(a) since March 1, 2026 all acts of the legislation and the instructions having legal force connected with provision of privilege in the form of release from compensation payments on damnification to the nature are invalid, and also provision of privilege on the matter is performed only by means of the law;

(b) issue of documents on exception of observance of requirements of the legislation in the field of ecology and environmental protection or allowing nature without their observance, including issue of the conclusion of the state environmental assessment, adoption of resolutions, orders, protocols and written orders of the Government, interdepartmental documents, acts of executive bodies on the places providing cutting down and change of trees and bushes are strictly prohibited;

(c) employees of Ecopolice are granted the right to use physical force, special means (the electroshock device) and office weapon (with rubber bullets, mesh), and also to their special form bodi-cameras are established;

(d) before entering of corresponding changes into the legislation much applications by employees of Ecopolice of physical force, special means and office weapon extend the bases and conditions determined in the Law of the Republic of Uzbekistan "About law-enforcement bodies".
