About measures for the organization of activities of Committee on tourism of the Republic of Uzbekistan and the accelerated development of the sphere of tourism

1. Determine main objectives of development of the sphere of tourism till 2030:

(a) finishing share of the sphere of tourism in gross domestic product with present percent 3,5 to 7 percent;

(b) finishing annual number of foreign tourists from present 10 million people to 20 million people, including increase in flow of tourists with high solvency;

(c) increase in annual export volume of tourist services more, than to 6 billion US dollars;

(d) improvement of transport connection between the tourist cities of Uzbekistan, increase in number of internal aviamessages and reducing transit time at least by 3 times;

(e) increase in number of 4-and 5-stars hotels twice;

(g) complete involvement of tourist capacity of the republic by diversification of tourist services and products;

(h) creation of the tourist brand of Uzbekistan which is widely recognized in the world and implementation of new tools for promotion of national tourist products.

II. Enhancement of public administration in the field of

(a) The main activities of Committee on tourism of the Republic of Uzbekistan according to appendix No. 1 *;

(b) Organizational structure of Committee on tourism of the Republic of Uzbekistan according to appendix No. 2*.

3. Determine that:

(a) The committee on tourism of the Republic of Uzbekistan (further - Committee) is the republican executive body performing state policy on regulation and development of the sphere of tourism;

(b) The committee has the right to adopt regulatory legal acts of obligatory nature within the powers;

(c) chairman of Committee:

(i) it is appointed to position and it is dismissed by the President of the Republic of Uzbekistan in accordance with the established procedure;

(ii) bears the personal responsibility for the proper and effective organization of activities of Committee and the organizations in its system, orientation by means of it their activities on effectiveness, and also ensuring unconditional and full achievement of the target indicators determined in this direction;

() the Committee is legal successor of Committee on tourism under the Ministry of ecology, environmental protection and climate change of the rights and obligations.

III. Increase in tourist flow

4. For the purpose of promotion of national tourist products in the world:

(a) to enter position of the vice-chairman of Committee on promotion of national tourist products;

(b) to form representative offices of Committee in foreign countries (further - representations) according to appendix No. 3 *;

(c) to determine that representations perform the tasks provided by appendix No. 4 * in the states in which they will perform the activities;

(d) to determine the vice-chairman of Committee on promotion of national tourist products, bearing the personal responsibility for coordination of activities of Public institution "National PR-center" and representations, and also effective marketing of national tourist products.

5. To committee to bring in the Cabinet of Ministers:

(a) together with the Ministry of Foreign Affairs, the Ministry of transport and other interested ministries and departments in two-month time - in details developed offers on:

(i) to extension of the list of the states with which the visa-free regime for entrance on the territory of the Republic of Uzbekistan, to simplification of procedures of entrance and stay in the territory of the Republic of Uzbekistan is set;

(ii) to development of tourist transport logistics of the republic;

(b) together with the Agency of strategic development and reforms till March 1, 2026 - the draft of the Strategy of development for the sphere of tourism of the Republic of Uzbekistan till 2040;

(c) together with the Ministry of digital technologies and the Ministry of Economics and finance till April 1, 2026 - the project of the Marketing strategy in the markets of tourist services till 2030 providing:

(i) promotion of national tourist products in foreign countries with actively traveling population;

(ii) widespread introduction of system of targeted advertizing in the field of tourism.

6. To fund of cultural development and art together with the Agency of cultural heritage, Committee for the purpose of involvement of additional opportunities for involvement of tourists to realize the following projects and measures in 2026 - 2028:

(a) the Way of Heritage of Samarkand project on the organization of tourist route the extent of 6,6 of the km connecting the most important historical objects in the city of Samarkand;

(b) transformation of the Ichang-Kalja complex in the city of Khiva to the single immersive and "smart" city museum in the world with harmonization of conduct of life of the population, trade Items, points of servicing and system of communication with the historical circle;

(c) on the city of Tashkent:

(i) provision of materials on inclusion of monuments of modernism in the List of the world heritage of UNESCO;

(ii) achievement of recognition on a global scale as the cities with the greatest number of mosaics.

7. To the ministry of investments, industry and trade together with Committee and public authorities on places to take measures for attraction of world famous brands of clothes in shopping malls and to creation on suburbs (around) the cities modern the outlet centers, based on national architectural style, in the following procedure:

(a) at the first stage (till 2030) - in the cities of Tashkent, Samarkand, Bukhara and Khiva;

(b) at the second stage (since 2030) - in other settlements with high tourist potential.

IV. State support of the sphere of tourism

8. Establish procedure according to which:

(a) since the February 1, 2026 return of tax amount on value added in case of departure from the territory of the Republic of Uzbekistan paid for earlier goods purchased by foreign citizens at will it can be performed in cash form;

(b) since March 1, 2026 by fund of support of tourism (further - Fund):

(i) annually subsidies in the amount of 50 percent of the expenses connected with development and deployment of tourist startups - new types of tourist services are allocated for 10 best projects, but no more than 1 billion sum;

(ii) 50 percent of expenses of the hotels connected with receipt of internationally acknowledged "green" certificates provided by the list approved by the Cabinet of Ministers are covered;

(c) since April 1, 2026 the procedure for return of 50 percent of tax amount on the value added paid by the subjects of entrepreneurship who organized the international conferences and actions (MICE tourism) and attracted to them at least 100 foreign tourists under the organization by them of these actions takes root;

(d) for a period of up to January 1, 2027 with observance of the procedure provided by appendix No. 5 * to this resolution:

(i) the buses, electrobuss and minibuses imported by subjects of the sphere of tourism are exempted from customs duty;
