About the organization of activities of the Samarkand campus of the International academy of tourism under the auspices of the World tourism organization

For the purpose of further enhancement of system of preparation, retraining and advanced training of competitive personnel for the sphere of tourism and other service industries according to modern requirements I decide:

I. Purposes

1. Determine target indicators of activities of the Samarkand campus of the International academy of tourism (further - Academy) created under the auspices of the World tourism organization of the UN (further - the World tourism organization):

(a) establishment of cooperation with the highest educational organizations included in top in rating - 10 most authoritative educational organizations of the world, adjustment of training of specialists with them;

(b) retraining and advanced training of 2,8 thousand specialists conducting the activities in the field of tourism and other service industries in 2025 - 2028;

(c) the organization of training courses of advanced training for up to one month and training courses of retraining - for up to eight months.

II. Organization of activities of Academy

2. Determine that:

(a) The academy is included into organizational structure of the International university of tourism and cultural heritage "Silk way" (further - University);

(b) teaching in Academy is conducted in the Uzbek, Russian and English languages on the forms of education operating in the Republic of Uzbekistan;

(c) to the graduates who successfully ended training courses of retraining and mastered training courses of advanced training in full the certificate is issued;

(d) since December 1, 2025 retraining and advanced training of specialists of subjects of the sphere of tourism are performed at the expense of their own means, and also means (extrabudgetary funds) of employers and the organizations customers on contractual basis;

(e) The board of trustees of University is granted the right to approve structure of Academy within the established extreme number of workers and the salary fund, and also to make changes to it;

(g) management of Academy is performed by the director appointed to position and dismissed by the rector of University in coordination with the chairman of Committee on tourism.

3. Determine the main objectives and activities of Academy:

(a) development and deployment of the new educational programs and innovative forms of education directed to enhancement of system of training in the field of tourism and other service industries;

(b) providing according to national and international educational standards of preparation of highly qualified professional personnel for the sphere of tourism and other service industries using modern innovative and scientific and pedagogical technologies, the latest developments of science and technology;

(c) creation of educational and methodical literature in the corresponding directions and specialties of education, carrying out basic and applied researches with involvement of students and young specialists, and also implementation of experience of the leading foreign highest educational organizations in educational institutions of the sphere of tourism and other service industries;

(d) implementation of modern mechanisms of retraining and advanced training of specialists of subjects of the sphere of tourism and other service industries;

(e) creation of conditions for close integration of educational and scientific activities from production;

(g) development of recommendations about studying and implementation in the country of the best foreign practices, development of international backgrounds with the lead profile agencies of foreign countries in the field of tourism and other service industries;

(h) implementation of joint training programs with involvement of professors-teachers of the leading foreign highest educational organizations.

4. Agree with the offers of Committee on tourism and khokimiyat of the Samarkand region providing creation:

(a) in structure of Academy of Laboratory of startups of global green tourism (further - Laboratory) without the status of the legal entity for the purpose of implementation of the international scientific research in the direction of decrease in negative impact of tourism on ecology;

(b) in structure of University of educational laboratory "Art Gallery" without the status of the legal entity.

III. Financial resources

5. Determine sources of financing of activities of Academy:

(a) the funds allocated from the Government budget of the Republic of Uzbekistan;

(b) fund of support of tourism;

(c) the grants allocated by results of the competitions held by the Ministry of the higher education, science and innovations for implementation of state programs of scientific activities;

(d) the means arriving from accomplishment of research and information and analytical works, and also rendering paid educational and other services on contractual basis;

(e) charitable gifts of physical persons and legal entities;

(g) other sources which are not prohibited by acts of the legislation.

6. Determine that:

(a) since December 1, 2025 annually by fund of support of tourism to 100 gifted specialists of state members of the World tourism organization special grants for training in training programs of retraining and advanced training of Academy are allocated;

(b) financing of the expenses connected with content of Academy in 2025 is performed within the funds allocated to Committee on tourism from the republican budget of the Republic of Uzbekistan as the distributor of budgetary funds of the first level, since 2026 - it is provided in parameters of the Government budget of the Republic of Uzbekistan;

(c) compensation and material stimulation of employees of Academy are performed according to the procedure established for employees of University.

7. And finance to provide to the Ministry of Economics allocation of Academy of means from the republican budget of the Republic of Uzbekistan at the rate to 50 billion sum on the following purposes:

(a) establishing training of specialists in the field of tourism and other service industries in cooperation with the educational organizations included in top in rating - 10 most authoritative educational organizations of the world;

(b) advanced training and retraining at the international level of the faculty of Academy and representatives of the hotel industry and the sphere of rendering services of regions of the republic with high flow of tourists by means of involvement of specialists of internationally acknowledged leading foreign organizations in the field of tourism and other service industries;

(c) covering of the expenses connected with involvement of internationally acknowledged educational organizations performing training of specialists for the sphere of tourism and other service industries.

8. Determine that since January 1, 2026 activities of educational laboratory "Art Gallery" and Laboratory are financed by fund of support of tourism and University.
