About measures for cardinal enhancement of system of the state support of the agrarian sphere

For the purpose of volumetric gain of cultivation of agricultural products, enhancement of mechanisms of the state support of the agrarian sphere, uninterrupted providing the population of the republic with food products and increase in cost efficiency of this sphere I decide:

I. Purposes

1. Determine main objectives of this Decree:

(a) reducing expenditure of labor and temporary resources twice by means of digitalization of system of financial support of the agrarian sphere, increase in efficiency of the allocated funds;

(b) reducing until the end of 2028 quantity of the provided measures of the state support to the subjects of entrepreneurship conducting activities in food and agricultural spheres to 50 percent by their unification;

(c) step-by-step increase till 2030 in production volume of agricultural products for 20 percent due to increase in efficiency of measures of support in the field of.

II. Creation of effective system of financial support of the agrarian sphere

2. Form payments Agency in the agrarian sphere under the Ministry of Agriculture (further - the Agency).

3. Determine that the Agency:

(a) will organize taking measures of the state support of the subjects of entrepreneurship conducting activities in food and agricultural spheres (further - support measures);

(b) develops offers on development of performance indicators, monitoring, the analysis, increase in effectiveness of measures of support, and also cancellation of inefficient measures;

(c) develops offers on implementation of new types of measures of support;

(d) performs complete digitalization of all stages of providing measures of support beginning from filing of applications, their consideration and approval before payment process.

4. Establish procedure according to which since January 1, 2026:

(a) the support measures specified in appendix No. 1 * are provided by the Agency, except for the measures connected with the preferential resources allocated by Fund of the state support of agricultural industry, and interest expenses;

(b) providing the measures of support specified in appendix No. 2 * stops;

(c) entering into the Cabinet of Ministers of offers on implementation of new types and the termination of the operating measures of support is performed only by the Agency in coordination with the Ministry of Agriculture, and also the Ministry of Economics and finance;

(d) financing of measures of support is performed by opening of the separate special settlement account (23210) for subjects of entrepreneurship;

(e) redistribution of the saved funds of one type of measures of support for their other type is performed by the Ministry of Agriculture based on the offers of the Agency approved with the interested ministries and departments;

(g) field inspections on accomplishment by producers of agricultural products of the established requirements for receipt of measures of support are carried out by Inspectorate for control of agro-industrial complex;

(h) The agency two times a year introduces in the Cabinet of Ministers the report (six-months and following the results of year) by the efficiency and effectiveness of measures of support arising by their providing to problems and mechanisms of the decision in coordination with the Ministry of Agriculture.

5. To the Ministry of Agriculture together with the relevant ministries and departments till the end of 2025 to take measures for integration of the Agrosubsidiya platform with information systems of the Tax Committee, Customs committee, the Uzbekkosmos Agency, Agency on the inventory, commercial banks, other interested state bodies and the organizations. At the same time it is regular according to the legislation to provide the data containing in information systems and resources of the ministries and departments, on a grant basis.

6. Approve "Road map" on the effective organization of activities of the Agency on payments in the agrarian sphere under the Ministry of Agriculture according to appendix No. 3*.

7. Determine that:

(a) the deputy minister of agricultural industry to whom financial and economic questions are assigned at the same time is the director of the Agency and performs activities in combination;

(b) financing of activities of the Agency is performed at the expense of means of the Government budget of the Republic of Uzbekistan, and also other sources which are not prohibited by the legislation;

(c) established posts of the Agency are created due to optimization of 23 established posts of the ministries and departments according to appendix No. 4*.

III. Organization, providing and control of execution of the Decree

8. To the Ministry of Economics and finance since 2026 annually to provide in parameters of the Government budget of means, necessary for the Agency for support measures, based on reasonable calculations of the Ministry of Agriculture.

9. To Chamber of Commerce and Industry together with the Ministry of Agriculture to place the Agency in the building to the address: the city of Tashkent, Yakkasaraysky district, Ulitsa Shot Rustaveli, the house 8 based on the right of free use.

10. To the Ministry of Agriculture together with the Ministry of Economics and finance to take measures for providing with stock, the material means and types of communication necessary for the organization of activities of the Agency in a month.

11. To the Ministry of Agriculture in two-month time:

(a) together with the Ministry of Economics and finance to develop and submit for approval in the Cabinet of Ministers projects of structure of the Agency and Regulations on the Agency;

(b) to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

12. Recommend to National news agency of Uzbekistan and National broadcasting company of Uzbekistan together with the Ministry of Agriculture on permanent basis to inform the general public on the measures of support provided by the state to the subjects of entrepreneurship conducting activities in food and agricultural spheres.

13. Assign to deputy prime ministers Zh. A. Hodzhayev and D. A. Kuchkarov, the Minister of Agriculture I. Yu. Abdurakhmonov the personal responsibility for the effective organization of execution of this Decree.

14. Discussion of course of execution of this Decree, implementation of coordination and control of activities of the departments responsible for its execution to assign to the adviser to the President of the Republic of Uzbekistan Sh. M. Ganiyev.
