About measures by training of the Uzbek-French university

For the purpose of expansion of international cooperation in the field of the higher education, preparation of competitive personnel with the higher education on the basis of programs of the leading highest educational organizations of the French Republic I decide:

I. Purpose

1. Determine main objective of this resolution strengthening of interrelations in the field of education between Uzbekistan and France, training with the higher education on the basis of educational programs of universities of France.

II. Creation of the Uzbek-French university

2. Create the Uzbek-French university (further - University) and to approve the main directions it activities according to appendix No. 1*.

3. Take into consideration that on March 12, 2025 between the Government of the Republic of Uzbekistan and the Government of the French Republic the Agreement on cooperation on creation of University providing including the following is signed:

(a) The ministry of the higher education, science and innovations from the Uzbek side and the Ministry of the higher education, researches and space from the French side are founders of University;

(b) in the course of creation and conducting activities of University the consortium of universities of France, according to the offer of the French Republic takes part, at the initial stage Poitiers University, University of Rennes, Le Havre-Normandy University and University Lumiere Lyon 2 are included in structure of consortium. At the same time the structure of consortium can be changed according to the offer of the French side;

(c) the following obligations are assigned to the universities included in structure of consortium of universities of France:

(i) assistance in the organization of educational process in University, processes of development of curricula, training programs and materials, and also enrollment of students and selection of teachers;

(ii) determination of sources of financing for the direction of students and professors-teachers of University to France;

(iii) simplification of procedure for use of their databases, including electronic base of library stock, for students of University;

(iv) assistance in accreditation in the French Republic of educational programs of University;

(d) decisions of University on administrative and financial questions are accepted by its Board of trustees which structure is created by the Uzbek and French sides on the basis of equality.

4. Determine that:

(a) The university performs the activities based on requirements of acts of the legislation on formation of the Republic of Uzbekistan, and also recommendations of consortium of universities of France;

(b) parameters of enrollment of students, the amount of the paid contract, procedure for acceptance for study and carrying out certification of graduates are determined by the Board of trustees of University;

(c) the University takes root training at the initial stage in magistracy, further step by step - in bachelor degree and doctoral studies, and also training courses for entering a university;

(d) at University educational process is performed on the basis of the target state grant, and also the paid contract;

(e) the diploma of University and (or) the diploma of the consortium of the relevant university of France included in structure which educational programs underwent accreditation in the French Republic is provided to graduates of University. At the same time the diploma issued to graduates is recognized the Republic of Uzbekistan;

(g) the rector who is appointed according to the recommendation of the Ministry of the higher education, science and innovations directs University;

(h) management of educational process and research activities of University, including forming of educational programs, training quality assurance, is performed by the first vice rector who is appointed by the French side.

III. Financing of activities of University

5. Determine sources of financing of activities of University:

(a) the funds of the Government budget allocated to the Ministry of the higher education, science and innovations for training of students on the basis of the state grant by the number which is not exceeding 30 percent of total number of the students accepted for study in University;

(b) the means arriving from training of students at paid and contractual basis;

(c) extrabudgetary funds of the highest educational organizations having need for personnel of masters on the specialties prepared at University;

(d) the grants, charitable gifts and other sources which are not prohibited by acts of the legislation.

6. Establish procedure according to which:

(a) the expense amount at University of one student accepted on the basis of the state grant is determined by training taking into account costs for strengthening of material and technical resources and creation of necessary laboratory base of University by the Ministry of the higher education, science and innovations in coordination with the Ministry of Economics and finance;

(b), including the highest educational organizations, it is allowed to compensate to state-financed organizations completely or partially expenses on training of the students accepted in University on paid and contractual basis by extrabudgetary funds. At the same time the period of obligatory working off by students in this organization is established by the agreement signed between two parties.

IV. Organization, providing and control of execution of the resolution

7. Approve "Road map" on the organization of activities of the Uzbek-French university according to appendix No. 2*.

8. To the ministry of the higher education, science and innovations in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Assign to the minister of the higher education, science and innovations K. A. Sharipov the personal responsibility for the effective organization of execution of this resolution.

10. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
