About measures for adjustment in regions of system of rendering complex social and rehabilitation services to the needing segments of the population

For the purpose of expansion of access for persons in need of segments of the population to social services and ensuring their socialization I decide:

I. Purposes

1. Determine main objectives of adoption of this resolution:

(a) implementation for the segments of the population of the social services directed to their integration into society needing social protection;

(b) acceleration of processes of deinstitutionalization of system of rendering services in the form of boarding school by implementation of forms of rendering social services without restrictions and in close connection with society;

(c) expansion of access to social services of persons needing social protection by means of increase in share of the non-state sector in social protection of the population.

II. Establishing activities of territorial social service centers

2. Take into consideration that in 2025 in the cities of Andijan and Tashkent according to the procedure of experiment activities of Territorial social service centers were adjusted (further - the territorial centers).

3. On the basis of experience of the territorial centers created in the city of Andijan and Shaykhantakhursk the district of the city of Tashkent during 2026-2027 step by step to adjust activities of 20 territorial centers.

4. Determine that:

(a) the territorial centers will be organized in system of managements of the Republic of Karakalpakstan, areas and the city of Tashkent of the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the National agency of social protection) as public institution;

(b) activities of the territorial centers are financed by means of the Government budget of the Republic of Uzbekistan and the State Social Security Fund, and also other sources which are not forbidden by the legislation;

(c) the established posts necessary for activities of the territorial centers are created at the expense of the optimized states of the organizations in system of the National agency of social protection. At the same time to grant to the director of the National agency of social protection the right to introduction and financing of the established posts necessary for activities of the territorial centers, at the expense of the funds allocated to the National agency of social protection from the Government budget, and also means of the State Social Security Fund.

5. Determine the main activities of the territorial centers:

(a) the organization of rendering social services and the help to the categories of the population needing social protection, including persons with disability, to persons needing foreign leaving and the children who appeared in difficult life situation;

(b) strengthening of skills of members of the families and other persons occupied with care of children with development violations on the correct care of them;

(c) ensuring integration into society of the children who appeared in difficult life situation by studying of problems in their social adaptation;

(d) provision of psychology and pedagogical, educational and other social services.

6. Establish procedure according to which:

(a) the territorial centers render to persons in need in social protection of the population of service of rehabilitation, abilitation, physical therapy and physiotherapy exercises, supervision and leaving. At the same time these services can be provided also by means of involvement of the non-state organizations, including individual entrepreneurs and self-employed persons;

(b) persons having the right to use social services on favorable terms (covering of expenses for services on the basis of the voucher or in the form of compensation) according to acts of the legislation, use services of the territorial centers based on the direction of Inson social service centers. At the same time the directions to these persons are drawn up by Inson social service centers on the basis of the exterritorial principle;

(c) all procedures connected with use of services of the territorial centers are performed by means of information systems of the National agency of social protection completely electronically.

7. Approve:

(a) Standard structure of territorial social service centers according to appendix No. 1 *;

(b) The list of the parcels of land, buildings and constructions allocated for placement of territorial social service centers which are on balance of the ministries and departments, and also the National agency of social protection, according to appendices No. No. 2 and 2a*.

III. Organizational measures

8. For the purpose of providing the territorial centers with the buildings, constructions and infrastructure necessary for rendering social services to the population:

(a) To agency on management of the state assets in a month together with the ministries and departments to allocate buildings and constructions according to appendix No. 2 * to this resolution to territorial administrations of the National agency of social protection on the basis of the right of operational management;

(b) To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to provide in accordance with the established procedure return to reserve of the parcels of land which are not at the disposal of the National agency of social protection according to appendix No. 2 * to this resolution and their allocation according to acts of the legislation to territorial administrations of the National agency of social protection on the basis of the right of permanent use in a month.

9. Determine that:

(a) the expenses connected with construction, reconstruction and repair of the territorial centers are performed at the expense of the means of the State Social Security Fund and other sources which are not forbidden by acts of the legislation;

(b) it is allowed to sign direct contracts for implementation of works on designing, construction, repair, reconstruction and equipment of the buildings and constructions specified in appendices No. No. 2 and 2a * to this resolution.

10. To the national agency of social protection:

(a) till May 1, 2026 to provide entering into the Government of the draft of the regulatory legal act providing:

(i) the concept of establishing functioning of the territorial centers and requirements imposed to their activities;

(ii) target indicators of establishing activities of the territorial centers in 2027 - 2029;

(b) until the end of 2026 together with the Ministry of digital technologies at the expense of the State Social Security Fund to develop and integrate with information systems of the ministries and departments by means of interdepartmental integration platform of the Digital Government system the information module providing implementation of monitoring of activities of the territorial centers, forming of the electronic direction in the territorial centers of the population needing social protection and other opportunities.
