1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of November 10, 2015 No. 1061 "About approval of Rules of certification and issue of the air operator certificate of civil aircrafts" (it is registered in the Register of state registration of regulatory legal acts for No. 12452) the following changes and amendments:

in Rules of certification and issue of the air operator certificate of the civil aircrafts approved by the specified order:

state Item 1 in the following edition:

"1. These rules of certification and issue of the air operator certificate of civil aircrafts (further – Rules) are developed according to subitem 41-31) of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further – the Law) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services".";

and 5 to state items 4 in the following edition:

"4. The airline which for the first time received the air operator certificate granting the right of accomplishment of the international commercial transportations is registered in International Civil Aviation Organization (further - ICAO).

Registration is performed by means of the inquiry sent by the applicant (operator) to ICAO payment of the membership fee. After that the authorized organization confirms the actual receipt of the air operator certificate by the applicant on the ICAO Internet resource. After confirmation of ICAO the trigram code and conditional telephone call sign of the operator registers.

5. The list of the main requirements to rendering the state service, result of rendering, and also other data taking into account features of rendering the state service are stated in annex 1 to these rules in the form of the List of the main requirements to rendering the state service.";

"7. Aggregate term of certification and issue of the air operator certificate – sixty four working days from the moment of application.

This term is prolonged for term necessary for elimination revealed discrepancy of level 2 established in compliance with Item 21 of these rules, with the notification of the applicant within 2 (two) calendar days.

The term specified in respect of corrective actions is prolonged by authorized organization no more once for the term which is not exceeding three months on condition of provision by the applicant of reasons about need of its change with the notification of the applicant within 2 (two) calendar days.

The term of modification constitutes:

1) in the certificate and/or the related operational specifications in case of changes of the name of the operator, form of business of the legal entity, legal address – 10 working days;

2) when entering into operational specifications of the air operator certificate of aircrafts of one type with operated – 20 working days;

3) when entering into operational specifications of the air operator certificate of aircrafts of other types which were not operated earlier – 30 working days;

4) when entering into operational specifications of the air operator certificate of other types of flights including special approvals – 30 working days;

5) in case of exception of aircrafts from operational specifications of the air operator certificate – 3 working days.

Issue of the copy of the air operator certificate the confirmed seal of authorized organization – 2 (two) working days.";

add with subitem 3-1) of the following content:
