About measures for development of the industry of construction materials

For the purpose of further increase in competitiveness in the industry of construction materials, expansions of production volumes of construction materials with value added, ensuring mutual integration of practice and scientific research in the field of, strengthenings of quality control, enhancement of processes of training of qualified personnel I decide:

I. Purposes

1. Determine the main objectives within development of the industry of construction materials:

(a) bringing production volume to 62 trillion sum;

(b) creation of necessary conditions for increase in the export potential of the companies of construction industry and finishing export volume to 1, 5 billion US dollars;

(c) production of environmentally friendly, resource-saving and energy efficient construction materials, and also step-by-step establishing their use in construction;

(d) ensuring integration of production processes of construction materials with scientific research;

(e) strengthening of control of safety of construction materials.

II. Creation of necessary conditions for production of construction materials and increase in their export potential

2. The interdepartmental commission on work with the World Trade Organization (Zh. Hodzhayev) in two weeks to approve the list of raw materials and the materials necessary for production of the construction materials exempted for a period of up to January 1, 2028 from customs duty when importing.

3. To the ministry of investments, industry and trade together with Chamber of Commerce and Industry, Customs committee and the Ministry of Foreign Affairs in two-month time to develop and implement:

(a) program of carrying out intergovernmental negotiations with the states of Morocco, Tunisia, Egypt, Algeria, Saudi Arabia, Qatar, Mongolia;

(b) the program of measures till 2027 for cancellation of the import duties established unilaterally with these states and establishing practice of bilateral mutual recognition of certificates of origin (certificate of origin).

4. Approve the Procedure for compensation of interest expenses of the companies for production of construction materials on the credits according to appendix No. 1*.

5. Implement till February 1, 2026 mutual electronic data exchange between Customs committee, the Tax Committee, National committee according to the statistics and Uzpromstroymaterialy Association (further - Association) according to the data provided in appendix No. 2 * by means of interdepartmental integration platform of the Electronic Government system.

6. To the deputy prime minister Zh. Hodzhayev together with Association, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to approve summary parameters of investment projects by cost 3, in a month of 5 billion US dollars which will be implemented on production organization of construction materials.

7. Determine that products of ferrous metals and hire of ferrous metals (the Commodity Nomenclature of Foreign Economic Activity code 7210) are not characterized in goods quality to which privileges on export for foreign currency without advance payment, opening of the letter of credit, registration of guarantee of bank and availability of the policy on insurance of the export contract upon policy and commercial risks do not extend.

8. To provide to border troops of Service of state security safe crossing of Frontier by representatives of the production enterprises registered in the territory of Uzbekistan through the road check point "Termez" on the territory of Afghanistan.

III. Assistance of digitalization of activities of the companies of the industry of construction materials

9. Agree with the offers of Council for development of the industry of construction materials providing:

(a) introduction of position of the first deputy chairman of the board of Association concerning assistance to implementation of artificial intelligence and digitalization at the companies of the industry of construction materials;

(b) determination as the main objectives of the first deputy chairman of the board of Association assistance to implementation in practice of projects on artificial intelligence, digitalization and automation, development of data management and digital infrastructure at the companies.

10. To Chamber of Commerce and Industry together with Association in three-months time to take measures for creation "The companies on support of artificial intelligence and digitalization at the companies of the industry of construction materials" in the status of the legal entity.

11. And finance to provide to the Ministry of Economics since 2026 prediscretion in parameters of the Government budget annually of 100 billion sum for covering of expenses on implementation of technologies of artificial intelligence, systems of digitalization and automation in productive activity of the companies of the industry of construction materials, increase in scientific potential, and also carrying out energy audit.

12. To the ministry of investments, industry and trade, Chamber of Commerce and Industry together with Association to develop procedure for covering of expenses on implementation of technologies of artificial intelligence, systems of digitalization and automation in productive activity of the companies of the industry of construction materials in a month, and also to carrying out energy audit.

IV. Support of production of environmentally friendly, resource-saving and energy efficient construction materials

13. For the purpose of the organization of control of use of environmentally friendly and energy efficient construction materials during the designing and construction of buildings and constructions since July 1, 2026 when conducting town-planning examination of the design estimates by the organizations into which power conducting examination of town-planning documentation is included to implement practice of verification of the requirement of creation of environmentally friendly, resource-saving and energy efficient construction materials of at least 25 percent of amount of the construction materials used by these organizations in case of construction.

14. To the Ministry of Construction and Housing and Communal Services together with Association:

(a) in three-months time to develop methodology of determination of environmentally friendly, resource-saving and energy efficient construction materials;

(b) till May 1, 2026 to approve the list of the environmentally friendly, resource-saving and energy efficient construction materials recommended for use in case of construction of buildings and constructions.

15. Establish the requirement about obligation of creation of share of domestic construction materials of at least 80 percent in case of construction of buildings and constructions, including objects of the social sphere, within investment projects on the public procurements conducted according to budget requests, except for the separate objects determined by resolutions of the Cabinet of Ministers.
