Questions of the Interdepartmental commission on policy of military and technical cooperation and export control

1. Bring in Regulations on the Interdepartmental commission on policy of the military and technical cooperation and export control approved by the Presidential decree of Ukraine of March 5, 2007 No. 180/2007 "About the Interdepartmental commission on policy of military and technical cooperation and export control" (with the changes made by Decrees of August 13, 2014 No. 646/2014, of August 22, 2014 No. 661/2014, of September 11, 2014 No. 717/2014, of May 28, 2015 No. 297/2015, of December 11, 2019 No. 896/2019, of December 29, 2020 No. 596/2020, of September 27, 2021 No. 480/2021), such changes:

1) in Item 3:

the third and fourth to state paragraphs in the following edition:

"increase in efficiency of state regulation in the sphere of military and technical cooperation with foreign states;

enhancement of coordination and control of activities of executive bodies in the field of the state export control, and also concerning participation in work of the bilateral commissions on questions of military and technical cooperation and meetings of working bodies of Council Ukraine - NATO on defensive technically cooperation, missile and air defense, in other multilateral and bilateral actions for questions of export control";

word in paragraph six", and also price policy in the sphere of production and the international transfers of military goods and double use" to exclude;

2) in item 4:

"prepares within competence of the offer on the organization and carrying out of Ukraine of defensive survey, the overview of military and technical cooperation of Ukraine with foreign states;";

add Item with paragraphs of the following content:

"studies recommendations about military commodity import and double use for increase of production capacity of the companies of defense industry complex of Ukraine for the purpose of production of arms and military equipment;

studies offers on implementation of military and technical cooperation with foreign states for the purpose of providing strategic development of defense industry complex of Ukraine, expansion of participation of the companies of defense industry complex of Ukraine in the international military-industrial cooperation.";

In paragraph three of Item 5 of the word of "agreements (contracts)" shall be replaced with words 3) "the external economic agreements (contracts)";

4) in Item 6:

Members of the commission is the representative of Committee of the Verkhovna Rada of Ukraine on national security issues, defenses and investigations (in consent); the representative of Office of the President of Ukraine determined by the Head of Office of the President of Ukraine and also on position: the first deputy or the deputy minister of economy, the environment and agricultural industry of Ukraine within whose competence according to distribution of powers questions of military and technical cooperation and export control are; deputy minister of justice of Ukraine; Chairman of Public service of export control of Ukraine; the first deputy or the vice-chairman of the State Customs Service of Ukraine, the Chairman of the State space agency of Ukraine, the Chairman of the Security Service of Ukraine, the Chairman of Service of foreign intelligence of Ukraine, the chief of Head department of investigation of the Ministry of Defence of Ukraine within whose competence according to distribution of powers questions of military and technical cooperation and export control, and also the CEO of Ukrainian Defense Industry Joint-stock company are (in consent).";

"The secretary of the Commission is on position the head of the structural unit of the Office of the National Security and Defense Council of Ukraine to which maintaining questions of military and technical cooperation and export control are carried.";

"On results of consideration and the made decisions executive bodies and subjects of implementation of the international transfers of goods inform the Commission in time, determined by the decision of the Commission.".
