About heat supply

This Law according to Item 11 of part I of article 94 of the Constitution of the Azerbaijan Republic governs the relations arising between subjects of heat supply, consumers and state bodies (structures) operating in the sector of heat supply in connection with production, distribution (including transfer), realization and consumption of heat energy, and determines legal, economic and organizational basis of heat supply.

Chapter 1. General provisions

Article 1. Basic concepts

1.1. The basic concepts used in this Law have the following values:

1.1.1. individual thermal system - set of the devices established and operated by the consumer for implementation of individual heat supply of construction object;

1.1.2. the heat carrier - the substance (water, vapor) used for transfer of the heat energy developed in system of heat supply for the purpose of heat supply and hot water supply;

1.1.3. heat energy - the energy resource capable to change thermodynamic parameters (temperature, pressure, density) heat carriers;

1.1.4. the consumer of heat energy (further - the consumer) - the residential and not residential customer acquiring heat energy for own needs;

1.1.5. the producer of heat energy (further - the producer) - the legal entity or physical person which is engaged in production of heat energy;

1.1.6. production of heat energy - process of transformation of chemical energy (fuel), the electric power or other types of energy in thermal;

1.1.7. distribution of heat energy - delivery of heat energy to consumers on network, including its transfer;

1.1.8. the distributor of heat energy (further - the distributor) - the legal entity performing distribution (including transfer) heat energy on network;

1.1.9. the seller of heat energy (further - the seller) - the legal entity or physical person performing retail sale of heat energy;

1.1.10. realization of heat energy - realization of heat energy according to the purchase and sale agreement;
