"5. For approval of standard rates of consumption of drugs, psychotropic substances and their precursors the next year, the organizations of health care providing medical care and (or) performing medical examination, annually till March 1 of the current year provide requests in local authorities of public administration by health care of areas, cities of republican value and the capital:
1) requests for the next year for approval of the standard rate of consumption of the drugs which are subject to control in the Republic of Kazakhstan in form according to appendix 1 to these rules;
