About the additional measures directed to promoting of clearing settlements and reducing share of shadow economy

For the purpose of promoting of clearing settlements, further development of competitive environment in business, implementations of effective mechanisms of reducing share of shadow economy in the country, and also stimulations of removal of business from shadow I decide:
1. Determine the main target indicators of reducing share of shadow economy till 2030:
(a) reducing share of not observed economy to gross domestic product in time 1,3;
(b) finishing share of implementation by the population of cashless payments in the field of trade and services to 75 percent;
(c) finishing share occupied in the official sector of economy concerning economically active population to 64 percent;
(d) achievement of improvement of line item of the Republic of Uzbekistan in the Index of economic freedom and the Index of perception of corruption at least on 30 line items.
2. Determine that since April 1, 2026 payments are made only by means of bank cards or electronic payment systems for:
(a) the services rendered by state bodies;
(b) use of electrical energy, natural gas, drinking water (except the payments made by means of bank cash desks);
(c) alcoholic and tobacco products;
(d) services in realization to the population of oil and gas products by means of gas stations and charging of the vehicles working at electric draft;
(e) goods and services by the cost exceeding 25 million sum (except agricultural products);
(g) realization and acquisition of real estate units, vehicles from the date of which production there did not pass ten years referred to categories "M", "N", "O" and "G" and also special vehicles. At the same time:
