About elimination of legal gaps and reducing regulatory loading in the legislation

For the purpose of elimination of legal gaps and conflict-of-laws rules in the legislation, reducings mandatory requirements, decrease in regulatory loading by cancellation of the acts of the legislation which lost the value and relevance I decide:

I. Purposes

1. Take into consideration that in Strategy "Uzbekistan - 2030" till 2030 are determined by the purposes:

(a) reducing at least for 30 percent of regulatory loading by optimization of acts of the legislation;

(b) decrease at least for 20 percent of mandatory requirements in the legislation.

II. Optimization of the legislation and decrease in regulatory loading

2. Agree with the offer of the Ministry of Justice on cancellation by "regulatory guillotine the" about 800 acts of the legislation which lost the value and relevance in practice.

3. Recognize invalid the acts of the President of the Republic of Uzbekistan which lost the value and relevance in practice according to appendix No. 1*.

4. In 20-day time to provide to the Cabinet of Ministers cancellation of the orders of the Government which lost the value and relevance, and entering into Legislative house of Oliy Majlis of the bill "About Recognition Voided Some Acts of the Legislation in connection with Systematization of the Legislation" in practice.

III. Cancellation of inefficient mandatory requirements, legal gaps and conflict-of-laws rules in the legislation

5. Approve:

(a) "Road map" on elimination of regulations, unsecured realization mechanisms, and legal gaps in some acts of the legislation according to appendix No. 2 *;

(b) "Road map" on elimination of conflict-of-laws rules in acts of the legislation according to appendix No. 3 *;

(c) "Road map" on elimination of corruptogenic factors in some departmental regulatory legal acts according to appendix No. 4*.

6. Approve "Road map" on reducing some mandatory requirements, simplification of regulation in entrepreneurship and other spheres according to appendix No. 5 *, providing:

(a) cancellation for entrepreneurs of the obligation of reflection in the E-aktiv system of financial transactions;

(b) reduction twice costs of the state service in registration of the right of pledge to real estate;

(c) complete review of regulations of duty-free importation of the goods imported into the republic for personal needs;

(d) creation for persons with disability which did not perform state registration of the right to the parcel of land for the reasons which are not depending on them, possibility of use of tax benefits on the basis of alternative documents.

IV. Organization, providing and control of execution of the Decree

7. Determine that heads of the ministries and departments bear the personal responsibility for timely and high-quality accomplishment of the measures provided in appendices No. No. 2 - 5 * to this Decree.

8. To the Ministry of Justice:

(a) till December 1, 2026 to provide implementation of technologies of artificial intelligence in process of conducting legal examination of drafts of acts of the legislation in Single electronic system of development and coordination of drafts of regulatory legal acts, and also to create in this system possibility of identification and the analysis of legal gaps, conflict-of-laws rules, corruptogenic and other factors in acts of the legislation by means of artificial intelligence;

(b) to conduct permanent monitoring on accomplishment of the measures determined in appendices No. No. 2 - 5 * to this Decree, and also to quarterly introduce information on its results in Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers.

9. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the head of the department of legal examination and the complex analysis of Administration of the President of the Republic of Uzbekistan A. B. Samadov.
